OCEAN BEACH, Calif. (KGTV) — Every summer, a unique, orange ball can be seen bobbing on the ocean's horizon just off the shore of Ocean Beach.The "David Buoy" was placed off Ocean Beach pier last week, heralding in a summer tradition for the beach town.The buoy is one of several deployed by San Diego lifeguards between North Pacific Beach and Ocean Beach every year for lifeguards to utilize as a workout destination. Rick Strobel and James Murphy, a junior lifeguard program director, helped to standardize the use of buoys every summer for workout programs. In Ocean Beach, a group of Obecians asked Strobel about the buoy and started to swim out to it themselves, Strobel told 10News."It became a topic of discussion, 'did you swim the buoy today,'" Strobel said. "They were also big David Bowie fans and the named it 'David Buoy.'"Strobel says the following year, the group gave him a David Bowie sticker and asked him to place it on the buoy before it was set. "They signed the buoy, put messages of support for the lifeguards and stickers on it. It was great."Last summer, Strobel says the buoy was stolen from storage. But it didn't stop the buoy fans. Mostly lifeguards and junior lifeguards but swim teams water polo teams and triathletes as well," Strobel said. "'David Buoy' has been embraced by the OB community and we as lifeguards really appreciate the support."Strobel says swimmers should always check with a lifeguard before swimming out to any buoys and swim when lifeguards are on duty. OCEANSIDE (CNS) - Police responded to a reported shooting behind Oceanside High School early Saturday but weren't able to locate any potential suspects or victims, an officer said.Dispatchers received several calls around 2:30 a.m. reporting the sound of gunshots near the intersection of Division Street and Central Avenue, Oceanside Police Lt. Kedrick Sadler said. Officers headed to the scene and were able to find shell casings on the ground in the area, indicating a shooting had occurred, but couldn't find anyone associated with the incident, Sadler said.A vehicle reportedly was seen speeding from the area, but police could not provide a description. Investigators believe the shooting may be gang-related, Sadler said. 741

(KGTV) - A nonprofit stopped in San Diego Thursday to thank veterans, 1,000 feet in the sky.The Ageless Aviation Dreams Foundation travels the country with their Boeing Stearman PT-17 biplane, an aircraft used for training during World War II.“In that plane, they’re 19, hot, and they’re rocking it!" said volunteer Lynn Sommars. "They come back and remember the person that’s been put away for some time.”Lynn's husband Mike also volunteers for the organization as a pilot.On Thursday Mike flew eight veterans who live at La Costa Glen, a senior living community in Carlsbad.One of the veterans they flew was Lloyd Anna, who logged nearly 5,000 flight miles during WWII, Korea, and Vietnam.“Oh man, I was in heaven, close to it anyway!" On Wednesday, reports surfaced that retailer Sears might file bankruptcy, which could force the closure of some, if not all, of the retailer's remaining 900 locations. Oceanside may convert two of its elected city positions into City Council appointed ones, leading to concerns that the city is taking key decisions away from voters. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot. However, multiple City Council members campaigned on Ernst’s behalf because they said Scott wasn’t qualified. Ernst won, clearing the way for the council to appoint Rafe Edward Trickey Jr. Scott said Monday she was troubled by the decision before the council. Current treasurer Victor Roy defeated Tricket Jr. in the 2018 election, and currently holds the office. City Clerk Zeb Navarro was recently appointed after Zack Beck stepped down to take a position in Escondido. Oceanside Mayor Peter Weiss said the jobs are part time and pay about ,000 a year.
