(KGTV) - Police have arrested three people in the death of a man found slumped over the steering wheel of his still moving vehicle.Chula Vista Police arrested Britney Canal, 29, of Chula Vista, Cesar Alvarado, 39, of National City, and Michael Pedraza, 27, of San Diego, in the murder of 59-year-old Mario Serhan.Witnesses found Serhan slumped over the steering wheel of his vehicle with an apparent gunshot wound to the head just before 1 p.m. on April 11. CHULA VISTA (CNS) - A gunman wearing a clown mask robbed a mini-market Saturday, police said.The robbery happened at 1:05 a.m. at an AM/PM convenience store in the 3100 block of Main Street. The suspect entered the store wearing a clown mask, pulled out a gun and demanded cash, beer and cigarettes.The gunman fled the store in an unknown direction.Medics were called to the scene after the clerk complained he was suffering from anxiety because of the robbery, police said. 482

CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. (KGTV) - Loved ones are grieving the COVID-19 death of a South Bay great-grandfather, while his wife fights for her life on a ventilator.George Torres, 67, first started feeling sick in early November."He had a headache, diarrhea, and shortness of breath," said his daughter Rachel Cedillos.Cedillos says his symptoms got worse and in mid-November. George was taken to the ER, tested positive for COVID-19 and placed on a ventilator one day later.Several days later, his wife of 49 years, Alma came down with her own symptoms. By the end of the month, both of Cedillos' parents were on a ventilator.On December 3, George Torres, a grandfather of nine and a great-grandfather, passed away."Oddly enough, I felt panic. Didn't know what to do. All I could do was just cry," said a tearful Cedillos.Cedillos says her father was always joking and laughing, and made everyone feel comfortable."The friendliest man. The greatest man to talk to about anything ... He was silly almost all the time ... He loved, loved his grandchildren," said Cedillos.He worked as a part-time handyman and Lyft driver seven days a week. Cedillos isn't sure how her father contracted the virus, but says he was diligent about masks, for himself, and his passengers."If they refused, he would refuse to give them a ride," said Cedillos.As COVID-19 cases continue to grow, Cedillos makes this urgent appeal."Please, please be careful.
