An Alabama woman alleges Alabama Republican Senate candidate Roy Moore sexually assaulted her when she was a teenager, her attorney Gloria Allred said Monday.Allred said her client, Beverly Young Nelson, would be willing to testify under oath and called on the Senate judiciary committee to hold a hearing and subpoena Moore."Mr. Moore attacked me when I was a child," Nelson said, adding that she was 15 when he began flirting with her and 16 at the time of the alleged assault. "I want Mr. Moore to know that he no longer has any power over me."The allegations of force, if true, would be considered sexual abuse in the first degree, but the statute of limitations in effect at the time would have passed.Nelson detailed her allegations in a statement alongside Allred, an attorney who focuses on discrimination and women's rights.The accusations on Monday came after The Washington Post published a bombshell report last week based on interviews with more than 30 people, saying Moore pursued relationships with teenage women while he was in his 30s. As many as 145 whales have died after being found stranded on a remote beach in New Zealand, conservation officials said Monday.Two pods of pilot whales were discovered just over a mile apart on Mason Bay, Stewart Island, a sparsely populated island in the country's south.Authorities were first alerted to the mass stranding by a hiker Saturday evening. Half of the whales were already dead. The remaining animals were later euthanized, according to New Zealand's Department of Conservation (DOC).A Stewart Island operations manager for the DOC, Ren Leppens, said that the remote location and condition of the surviving whales made it impossible to save them. He described the decision as "heart-breaking.""Sadly, the likelihood of being able to successfully re-float the remaining whales was extremely low," Leppens said in a statement. "The remote location, lack of nearby personnel and the whales' deteriorating condition meant the most humane thing to do was to euthanize."The DOC also announced that it was working with a local Maori tribe on the "next steps." In New Zealand, Maori groups are often involved in dismantling and burying the remains of beached whales in accordance with indigenous traditions.The incident is one of a series of recent whale strandings in New Zealand. On Sunday, 10 pygmy killer whales were found stranded on Ninety Mile Beach, in the country's North Island. Two have since died, with efforts still underway to "re-float" the remaining creatures.The DOC said that it responds to an average of 85 stranding incidents a year, although most involve single marine mammals rather than entire pods.The exact reasons why whales and dolphins become stranded are not fully understood. Contributing factors can include "sickness, navigational error, geographical features, a rapidly falling tide, being chased by a predator, or extreme weather," the DOC's statement said.Last year, around 400 pilot whales were beached in Golden Bay, on the tip of New Zealand's South Island, in what was believed to be the third largest mass stranding in the country's history.The largest is thought to have taken place in 1918, when approximately 1,000 whales stranded themselves on Chatham Islands. 2218

Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861
