SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) - San Diego-based Qualcomm won a million decision Friday against Apple in a patent infringement case involving iPhones. A jury in the U.S. District Court for the Southern District of California found the iPhone 7, 7 Plus, 8, 8 Plus, and X infringed Qualcomm’s patents. One of the patents enables "flashless booting”, eliminating the need for separate flash memory. It also allows a smartphone to connect to the internet quickly after being powered on, according to Qualcomm officials. The other two patents allow smartphone apps to access internet data quickly, and enable high performance and graphics while increasing battery life, Qualcomm said in a news release. Qualcomm was awarded million in damages from July 6, 2017, the date the lawsuit was filed, through the end of the trial. "Today's unanimous jury verdict is the latest victory in our worldwide patent litigation directed at holding Apple accountable for using our valuable technologies without paying for them," said Don Rosenberg, executive vice president and general counsel for Qualcomm. "The technologies invented by Qualcomm and others are what made it possible for Apple to enter the market and become so successful so quickly. The three patents found to be infringed in this case represent just a small fraction of Qualcomm's valuable portfolio of tens of thousands of patents. We are gratified that courts all over the world are rejecting Apple's strategy of refusing to pay for the use of our IP." Courts in Germany and China also ruled in favor of Qualcomm in similar legal disputes in the past six months. 1614

These military working dogs are trained and trusted to protect service members and civilians overseas and at home."The bond between handler and K-9 is indescribable. When I was assigned a dog, I could look at my dog and know what it needed before it could tell me, and vice versa," said Lt. Kristopher Evers, part of the military police force at Camp Pendleton. All military dogs begin their journey at Lackland Air Force Base in Texas, selected for their willingness to work. After basic training, they're sent to a new post and assigned a handler. K-9's trained in the Military Working Dog Program at Camp Pendleton go on to either serve alongside military police on the base or in conflicts overseas. The Marine Corps has nearly 300 working dogs; the entire military has about 2,700, according to the United States War Dogs Association, Inc. Handlers use the Agility Course at Camp Pendleton to train K-9 Marines to perform outside their comfort zone, giving them the confidence to do the job. Dogs are tasked with jobs like detecting explosives, narcotics, and apprehending suspects."Training is consistent, it's every day, and it's all the time," said Evers. Evers says the dogs are very much Marines and an important part of their military family. One of the most famous K-9 heroes is Lucca, remembered for leading 400 patrols with no human casualties on her watch. Lucca retired after losing her leg to an IED and passed away in 2018."They're special, in my mind, they're special. They love to work, they love coming to work, they love seeing their handler, they love getting in that patrol car, they love putting that collar on - and they're just always happy, these dogs live in the moment," said Evers.
