SAN DIEGO (KGTV) - A man who apparently set himself on fire and died of burn injuries is unidentified, the San Diego County Medical Examiner’s office said Friday in a plea for the public’s help. An artist created a rendering of the man who told first responders his name was Randy. Medical Examiner’s Investigator Tessa Lee said Randy apparently set himself ablaze under an overpass bridge in Carmel Valley July 4. He died six days later. Randy’s burns were too severe for investigators to obtain fingerprints or identify tattoos or a birthmark. The man was Hispanic or Caucasian, in his 20s to early 40s, with short dark hair, and green or hazel eyes. He stood between 5’9” and 5’11”, and weighed about 270 pounds. SAN DIEGO (KGTV) - A North Park family is appealing for tips after a former high school football star - and recent college graduate - was injured in a drive-by shooting."They thought it was fireworks at first," said Dawn Kinder.Sisters Denisha Montgomery and Dawn Kinder say two Fridays ago, their brother Devante Kinder, 24, and three friends had spent a day at the beach and were driving up to his driveway near Meade Ave. around 9:40 p.m. Devante was at the wheel of the used Mercedes SUV he had saved up to purchase, when neighbors heard about nine shots ring out, and a car drive away. Devante was shot twice in the face."The only thing he could think of was to save his life, and he drove himself to the hospital," said Montgomery.Soon after, his sisters got the news."Unreal and didn't believe it at first actually. There is no way he could be injured in this way," said Montgomery.One of the bullet entered Devante's neck, shattered his cheekbone and lodged in his sinus cavity. The other one grazed his cheekbone."He's devastated ... asking himself why it was him," said Montgomery.His sisters say Devante does not have any enemies. Devante, a football standout at Mission Bay High School, went on to graduate from San Jose State six months ago. He returned home and recently got hired for engineering position in March."Starting his career, saving money. All he could talk about was buying his own condo," said Montgomery.Those plans have been put on pause by the drive-by shooting. Amid a national dialogue on racial injustice, Devante's sisters say they know many families impacted by violence."It's something that shouldn't be happening. SAN DIEGO (KGTV) - A plan that has the potential to triple Mission Valley's population by 2050 will be voted on by the San Diego City Council Tuesday.The city will vote on the final draft of the proposed Mission Valley Community Plan. It replaces the last plan that was written back in 1985. Supporters say it will help address the region's housing crisis. "One of the biggest problems we've had in the city is our community plans haven't been updated in decades. So, whenever developers come in and want to build housing they have to get conditional use permits and that takes sometimes over years to get accomplished, and that drives the cost of housing up," said councilman Scott Sherman whose district includes Mission Valley.Currently, Mission Valley is zoned mixed-use and residential. The new plan would rezone it to almost all mixed-use. Developers would be able to build up to 145 housing units per acre, instead of 73 units per acre. "Apartments and condos, density around mass transit, that's the whole idea, we need housing so let's make it more dense around transit oriented hubs, cause we have the trolley that runs right through Mission Valley," said Sherman. People who work in Mission Valley are worried that traffic will be a nightmare in an area already known for gridlock. "It's already congested as it is, so to build more, where?" asked Eni O'Donnell. "It depends on how well they plan integrating it all in, if you bring in 50,000 people overnight, then obviously, that's not going to work," said Archie Kordestani who lives in Civita. The plan includes several new bike and pedestrian bridges, connectors to help with traffic, and more transit stops along the trolley's green line. "Busing, biking, trolleys, I think these are the ways to go," said Kordestani.The project also includes 160 acres of park space and two schools. SAN DIEGO (KGTV) -- A North San Diego County teenager was taken into custody Thursday after reportedly making threats to Torrey Pines High School.School administrators reached out to San Diego Police Thursday morning after a 14-year-old freshman was suspended for making verbal and written threats.While investigating, police found that the teen committed the crime of making criminal threats.Officers went to the 14-year-old boy's home around noon on Larkfield Court near El Camino Real and Del Mar Road in Carmel Valley. The boy was taken to the San Diego Juvenile Hall Detention Facility.RELATED: Parents warned of threats to 3 San Diego County schoolsThe teen's father cooperated with officers and the family's home is not being searched at this time, according to investigators.Later Thursday night, police went back to the home where they served a search warrant. Officers spent less than an hour searching the home. It's unclear what exactly, if anything, police found in the 14-year-old's possession. Following the incident, Superintendent Eric Dill released the following statement:"We are working cooperatively with the San Diego Police Department as they investigate a possible threat involving a student. SAN DIEGO (KGTV) – A man was taken into custody after he was seen damaging the lobby at the San Diego Police Department’s downtown headquarters.At around 5:30 a.m. Friday, an SDPD officer heard noise coming from inside of the building on 1401 Broadway and saw a man trashing the lobby.Other officers responded, and as they surrounded the lobby from the outside and inside, the man used a large stick or bat to smash glass doors.After some glass broke, officers converged and ordered him to drop the object.Officers deployed less-lethal rounds towards the man and struck him. Once he was on the ground, officers arrested him.Police are reviewing surveillance footage to determine where the man came from and how he ended up inside the building. 751
