Federal regulators head to Capitol Hill Wednesday following weeks of revelations about problems with the fatally flawed Boeing 737 Max, and as the world awaits a software fix and revised training program from the aircraft's manufacturer.The Federal Aviation Administration's current acting administrator, Daniel Elwell, is expected to face questions from lawmakers about how the Max was certified, and what steps will be taken to assure a skittish flying public that the aircraft can safely return to the skies.The Trump administration's nominee for the job, Stephen Dickson, will testify at a separate hearing. Dickson is a former Delta Air Lines executive and military pilot, and has not yet publicly commented on the 737 MAX or its grounding, which occurred days before his nomination was announced. In a Senate questionnaire prior to the hearing, Dickson identified safety as one of his qualifications for and priorities on the job.The FAA is waiting on Boeing to complete a software update for its review. The 737 Max 8 and 9 were grounded worldwide after a second crash in Ethiopia two months ago that investigators have described as appearing similar to an October crash into the Java Sea. Between the Lion Air and Ethiopian Airlines crashes, 346 people were killed.When Elwell testified in late March, about two weeks after the Ethiopian crash, he defended the agency's process for grounding the plane. Other countries that acted days earlier, he said, without the data that the FAA waited for.Since then, news reports have revealed how the FAA certification process allowed Boeing officials with authority delegated from the FAA to certify their company's own work.Elwell will be joined by the agency's executive director of aircraft certification, Earl Lawrence, and two officials from the National Transportation Safety Board, which represents the United States in the Indonesian and Ethiopian investigations.Preliminary reports on both crashes have implicated a flight control system that Boeing designed to operate in the background, making the 737 Max fly like earlier versions of the workhorse jetliner. Maintaining enough similarities between the planes avoided costly pilot training programs, a fact Boeing touted as a selling point.But that computerized stability program -- the Maneuvering Characteristics Augmentation System, or MCAS -- received faulty sensor readings in both the Lion Air and Ethiopian jets, and repeatedly pushed the planes' noses downward, and ultimately into steep dives. The pilots' attempts to overcome it were unsuccessful. As is standard practice, the preliminary reports did not lay blame for either accident.The emergency flight procedure Boeing says pilots should rely on when the system malfunctions has not been substantially updated since the 1960s and is now under FAA review, CNN recently reported.But Boeing admitted its software could be improved to break what it described as links in the chains of events that ended in the crashes.Boeing did not perform a flight test of a scenario where the system malfunctioned, CNN has reported. 3100

From Italian ice to frozen custard, the Everetts family has been in the frozen dessert business for 25 years. Business has always been booming at the local hot spot, which is managed by Al Everetts and his son, Troy. But it was Troy's interest in the cannabis business that sparked an idea to grow their reach.“I was in the dispensary and I saw 20 grams of this, 20 grams of chocolate bars, and I was like, 'There's no frozen products,’" Troy Everetts says. Troy saw products containing cannabidiol (CBD), an active ingredient in cannabis derived from hemp plants. It's used to help treat anxiety, chronic pain and neurological disorders like epilepsy. As an oil from the cannabis plant, it usually only contains trace amounts of THC, but not nearly enough to get you high. So why not put CBD in their homemade Italian ice? Well, easier said than done. CBD oil isn't water soluble. "It's really hard, because it likes to float to the top and so it's really hard to get it mixed through the ice," says Marissa Foersch with Primal, a smoke and vape shop in Wilkes-Barre, Pennsylvania. CBD connoisseurs say there has to be some sort of fat in the product for the CBD to hold onto. "That's why a lot of people use coconut oil or ice cream and stuff like that," Al says.When the Everetts family pitched the idea of using Italian ice, there was a bit of skepticism among cannabis companies. "They were questioning us. They said, 'I don't think you're going to get the oil in the Italian ice in the water. You won't do it in a non-dairy product,’" Al recalls. But Al was up for the challenge. He spent a month using his Italian ice expertise to find a solution. The end product is 30 milligrams of CBD mixed into a cup of flavored ice. Flavors include lemon, cherry and mango. However, the process is under wraps. Right now, the father and son duo are working to move into a bigger facility across town to help meet the demand for their Mt. Everetts Frozen Creations products. "We had to expand from our little ice cream shop in the back to this, so it's amazing how we're growing," Al says.Al says the extra fridge space will soon be necessary as they're starting to hear from people all over the country. CBD stores in South Carolina, Florida, New York and Alaska are already on the list. But until then, they're focused on supplying the northeast."We're excited about it," Al says. "The response has been unbelievable."Their biggest fans are people who have relied on CBD for medical purposes. The Everetts' say that alone makes the hard work worth it."The other day there was an older man who said, 'I was in a lot of back pain' and he ate one, and he said his back wasn't hurting him anymore," Troy says. "And when we hear stuff like that, it's always awesome to hear that our product is helping someone." 2815

Health authorities in Spain say deaths from the coronavirus have more than doubled in 24 hours, while total infections approached 8,000.The Health Ministry said Spain has recorded 288 deaths since the start of the pandemic, up from 136 on Saturday. The European Union nation has 7,753 infections, up from 5,700 on Saturday, with around half of them concentrated in the capital of Madrid.The jump comes a day after Spain’s government declared a state of emergency and took extraordinary measures to limit movement to commuting to work and necessary errands.
