DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. The state will then begin the process to make the policy permanent. That process will allow for public comment. 1953

(KGTV) - Images of an extra-large mystery cat have opened a lot of eyes in East San Diego County community of Descanso.Off Viejas Grade Road, a wildlife camera on the land of Allen Walker's neighbor captured the video one evening last week.  It shows a large cat walking along a trail not far from homes.  Bobcats are routinely filmed by the camera, but Walker says this one appeared twice as big as the typical one."Little afraid for my corgis, because it would be breakfast or lunch ... I was pretty shocked about its size.  It's the biggest cat I've seen out here that's not a mountain lion," said Walker.We sent the image to SDSU research scientist Megan Jennings, who has studied the local bobcat population.  She confirmed the cat is in fact a bobcat - and a near-doubling in size would be highly unusual.  She says any extra-large bobcat is likely a male who has stumbled onto a steady food source. Death row inmate, 61-year-old David Earl Miller will be executed tonight by the electric chair at 7 p.m. tonight.Miller is the second Tennessee death row inmate in just over a month to choose to die by the electric chair. His attorneys argued that the state's lethal injection method causes a prolonged and torturous death.Tennessee Governor Bill Haslam declined Miller's clemency application, in which his attorney claimed Miller had been suffering from “severe mental illness” at the time of his crime, and that his mental state places him “far outside that group of offenders who are the worst and for whom the death penalty is reserved.”Miller is also asking the U.S. Supreme Court to issue a stay of execution to address two separate legal issues. The high court declined to issue stays for either of the two other inmates executed this year.The inmate was moved to death watch Wednesday and served his requested last meal Thursday afternoon.Miller was convicted of killing 23-year-old Lee Standifer, who was mentally disabled, in Knoxville in 1981.A man Miller was living with found Standifer's body naked in the yard with her hands bound and roped wrapped around her body. DENVER — Christmas gifts may not arrive in time as U.S. Postal Service offices struggle to keep up with delivery demands.James Boxrud, a USPS spokesperson based in Colorado, said they're experiencing historical mail volume.“This week is our busiest week, of our busiest month, of our busiest year ever,” Boxrud said. “We are seeing so many packages.”Millions of Americans turned to online shopping during the pandemic for everyday necessities and again for holiday shopping.“It’s like the perfect storm,” Boxrud said.USPS is overwhelmed as people experience long delays and deliveries past the promised window on priority shipping.Stephanie Turner, a teacher and business owner, said with family gatherings canceled, her package list got a little longer this year.“We would normally ship three or four boxes of gifts, and this year we are shipping five because of people we are not seeing,” Turner said. “If everybody is shipping a little bit more, it’s going to be overwhelming.”She mailed her gifts right after Thanksgiving and said they all arrived, but it’s her business she’s worried about. Turner sells custom jackets and tops on her website and Poshmark.“Right now, I have items that I mailed on Dec. 1 that still haven’t arrived, so that’s three weeks,” Turner said. “I feel really bad for my customers, but there is not much I can do.”The shipping delays tie up money — she doesn’t get paid until the package arrives.The Washington Post reported nearly 19,000 of the agency’s 644,000 workers are under quarantine after testing positive for COVID-19. They also found that mail performance plummeted and only 75% of first-class mail, like letters and bills, arrived during the promised window on the week of Dec. 5. Mail service scored 95% last year during the same time period.“We are flexing our resources,” Boxrud said.“We are borrowing people from areas of Colorado, bringing them to an area that needs some help just to try to keep up with that flow.”On Monday, USPS delivered 971,000 packages in Colorado and Wyoming, according to Boxrud.Private express carriers also stopped serving some businesses, which pushed more shipments through USPS adding to an already strained agency, the Washington Post reported.Turner is encouraging people to print out photos of gifts that haven’t arrived and wrap them up. She said she read the tip online. “Just be patient — it’s going to come,” Tuner said.Some Coloradans believe that while it’s frustrating, they understand postal workers are doing their best under the circumstances.“I feel bad for those guys,” Turner said.Many postal workers are working overtime and will work into Christmas Eve to deliver packages.
