SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344

SAN DIEGO (KGTV) — San Diego Humane Society has placed 140 rats up for adoption after they were given up by a woman in Del Mar this week.The rats have undergone veterinary exams and tests and are "happy and ready" for adoption, the Humane Society says. Because rats are social animals, the society is only adopting them out in same-gender pairs unless the owner already has a rat.The rodents were given to SDHS after a woman's pet rats multiplied out of control while she was living out of her vehicle in Del Mar. The population eventually grew to more than 300 pet rats. The rats chewed through the vehicle's wiring, rendering it inoperable.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsNeighbors have since rallied around the woman, helping her tow her old vehicle, get a new car, and turn over the rats to SDHS. Many of the rats were pregnant females and are currently in foster care through the Humane Society. The 140 rats available now are males and non-pregnant females, according to SDHS."Although rats are not as common as other small rodents, they make great pets," SDHS said. "They are very social, smart and love to interact with humans ...
