(KGTV) -- Leaders with SANDAG, North County Transit District, and the chair for California's Transportation Committee met Friday off 7th Street in Del Mar to get a closer look at their bluff stabilization 0 million project, now 20 years in the making. Additions include sea wall improvement and a drainage system that runs parallel to the train tracks.NCTD Executive Director Matt Tucker said "We feel really confident. It'll secure the bluffs to allow continued safe movement on the corridor and it'll give time for the exact project we want to pursue and gain, to allow funding for a permanent solution."Natural disasters like heavy rain are a big concern that would cause tracks and bluffs to crumble down. After countless collapses in the past, beachgoers like Chris Smith, are often worried.Smith told ABC 10News, "I feel comfortable but in the back of my mind you know something could always happen." He also said awareness by leaders is a plus but the tracks should be moved entirely. "With the impact to what the train is providing to the cliff, at some point there's gonna be a negative impact to it," Smith added.Leaders said the new additions will buy them about 30 years, to plan a more permanent solution which could involve moving tracks into a tunnel system.Phase 5 of the project is slated to begin next summer, while plans for phase 6, the final phase, is still in the works. 1419

DELAWARE COUNTY, Pa. — A mother was arrested in Ohio for allegedly creating child pornography of her own 3-year-old daughter, the Pennsylvania Attorney General's office announced on Tuesday.Kayla Parker, 26, of Dayton, Ohio, was charged with felonies including the sexual abuse and exploitation of children, endangering the welfare of a child and indecent assault.According to the office of Attorney General Josh Shapiro, Parker lived with her ex-boyfriend, David Carbonaro approximately four years ago. During that time, Parker committed inappropriate sexual acts with her daughter, the 3-year-old victim, including the creation of child pornography.“This is an egregious case – a mother who preyed upon and sexually abused her own three-year-old daughter,” Attorney General Josh Shapiro said.When investigators executed a search warrant at Carbonaro’s residence in July, they reportedly found hundreds of images and several video files of a 3-year-old girl in various stages of undress. At least one file depicted an adult female’s hand reaching inside the victim’s underwear.Carbonaro identified the victim and her mother to agents.According to a probable cause affidavit, Parker told investigators that, "Carbonaro would watch her abusing the victim and often masturbate during the act."During that same interview, Parker allegedly told investigators that, on numerous occasions during the time she lived with Carbonaro, she undressed and escorted her 3-year-old daughter to a bedroom, shut the door and left her alone with Carbonaro. Carbonaro was arrested in July, following the raid at his residence. He is currently awaiting trial in Delaware County for the possession, production and distribution of child pornography.Parker was recently arrested in Ohio and was extradited to Pennsylvania, where bail was set at million, pending a preliminary hearing on October 26. 1926

Deputies say a woman attacked a mother and daughter on a Greyhound bus that had departed from Las Vegas. According to investigators, three strangers helped to save the child's life.The bus left Las Vegas shortly after 7 a.m. Monday and was headed to San Francisco. Teresa Ann Andrade Madrigal attacked the mother and child, just 45 minutes after leaving the station in Bakersfield, authorities report."The lady had the baby in her hand," said one passenger, "...and next thing I know, I heard she has a knife."Investigators say Madrigal appeared to be delusional. They say Madrigal grabbed the child around the neck and held her at knife point. That's when the child's mother started to fight the attacker.Soon, the bus driver and two other passengers jumped into action. The mother was stabbed in the abdomen. The men were able to help get the child  away from the suspect.In total, five people were hurt. We're told Madrigal, who was speaking to herself, was initially asked to get off the bus. The driver felt that it was safe to let the woman back on the bus after speaking with her outside.Right now, the investigation into this incident is ongoing. Investigators say Madrigal also stabbed herself. The child's mother, who has not been identified, had surgery on Monday.  She is expected to make a full recovery. DEL MAR, Calif. (KGTV) — While a hotly-debated gun show is returning to the Del Mar Fairground, its future remains clouded after a recently signed law. The Crossroads of the West gun show returned to the fairgrounds Saturday, two months after Gov. Gavin Newsom signed a bill banning the sale of guns and ammo at the venue. That law doesn't take effect until 2021, allowing the gun show to continue until then."It's been a mainstay for 30 years in San Diego and a small group of extremists tried to get it canceled and were successful for just a few months last year, but fortunately the courts stepped in and said, 'no you can't discriminate against a group based on what they described as their culture," Michael Schwartz, executive director of San Diego County Gun Owners, told reporters Saturday. "The fight's not over."RELATED: California adopts broadest US rules for seizing gunsThat fight will continue in a year. Assembly Bill 893, introduced in February by State Assemblymember Todd Gloria (D-78), argues California shouldn't have a role in facilitating gun sales. Gov. Newsome signed the bill last October."People have the right to continue to buy guns at private establishments," Gloria said shortly after the bill's signing. "The state just shouldn't have a role in facilitating the flow of guns into neighborhoods where children are killed." Protesters are expected outside of the show Saturday to counter gun advocates."They are coming back to finish off our families by calling their gun shows ‘family friendly,’" Rose Ann Sharp, founder of NeverAgainCA, said. "It gives a perverse new meaning to 'women and children first.' "We're the ones who are educating about gun safety and I think when you have an environment where you can talk about it and educate people, I think that's an important part of curbing gun violence."In September 2018, the Del Mar Fairgrounds Board of Directors voted to suspend the Crossroads of the West show until the state developed new safety policies for gun shows. Crossroads appealed the suspension and was granted the right to return in June 2019.The show's contract runs through 2020.Schwartz admits they don't know what will happen to the show after the next year, but they're hopeful the court system will rule in their favor once again."We believe there is going to be some kind of court decision and there is the possibility that it will be delayed and have to move its way up through the court system," Schwartz said. "But we're very confident that the court's going to see that this type of discrimination against this group of people — that they simply consider undesirable — is not right. "The fairgrounds is a state-owned, regional asset and just because one city decides they don't like a culture, that doesn't mean that they can kick them out of town ... Del Mar doesn't get to dictate who they like and who they dislike." 3252
