(KGTV) - A report of another car found burning in a driveway is raising questions about a possible fire starter targeting vehicles in Santee.On Shaggybark Drive, Michelle Genshaw and her husband were pulling out of their home two weeks ago -- just before 4:30 in the morning -- when they saw flames in their neighbor's driveway.  A 2007 Acura TL was on fire."It looked odd because there were flames coming out of the front and back of the car, like two separates fires," said Genshaw.Genshaw's husband banged on the door, waking the Arnold family.  Together, they put the fire out with a hose a few minutes later.  Catherine Arnold is thankful the fire didn't spread, but she tells us the car is a total loss."It's really upsetting.  It was my father's car and he passed away and it was the last thing belonging to my dad that I had," said Arnold.Sheriff's investigators were called out and concluded it was arson."We talked to police and they said they smelled gas," said Genshaw.A week and a half later, car alarms sounded along with a Mother's Day inferno on Pearlwood Road.  Neighbors discovered a newly purchased Ford Mustang convertible torched in a driveway.  Mason jars with a flammable liquid were found near the gas tank. (KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

SAN YSIDRO, Calif. (KGTV) — Several migrants were saved from a flooded San Ysidro storm drain in two separate rescues.The first rescue took place just before 11 p.m. Thursday. Border Patrol agents say they found three people trying to illegally enter the U.S. near a drainage tube about two miles west of the San Ysidro Port of Entry. The three people told agents that others were still inside the drain as heavy rainfall began to flood the tube.With the help of San Diego Fire-Rescue, one woman was quickly pulled to safety from the drainage tube before crews saved 13 more people through a manhole leading into the drain.RELATED: Teen found hiding in car dashboard at Calexico West Port of EntrySeven of those 17 people were taken to a nearby hospital.Then at about 1:15 a.m. Friday, border agents reported more migrants were possibly trapped in the same drain. SANTA FE, N.M. (AP) — A father and his two children helped rescue a man who was stranded in the Santa Fe National Forest for 14 days.John Utsey launched an unexpected two-day rescue mission Saturday after hearing a call for help while hiking with his kids toward the Santa Fe Baldy.Utsey gave the man food and water before hiking back to the trailhead to call 911.Santa Fe firefighters arrived within the hour, but called off the unsuccessful search after eight hours.Utsey then returned to the spot Sunday, called 911 again and led crews to the man.Once the man was located, the Santa Fe Fire Department says its crews built a fire to bring up his body temperature, which was dangerously low. They also fed and gave him water.The department says the man suffered from chronic back pain, injured his back while hiking and couldn’t stand or walk.The man told first responders that his gear stolen and ended up getting lost and disoriented.The man is now recovering at a local hospital. 992
