Schroeder is declaring a state of emergency for the Louisville Metro Police Department (LMPD) as they wait for Attorney General Daniel Cameron's decision whether or not to indict the officers in the Breonna Taylor case.The department has canceled all off days and vacation requests until further notice."The public may also see barriers being staged around downtown, which is another part of our preparations," Sgt. Lamont Washington said in the statement. "It is important to note that the AG has no timetable for the announcement."Taylor, a 26-year-old emergency medical worker, was killed by Louisville police serving a "no-knock" narcotics search warrant at her apartment. They found no drugs in her home. The city announced a settlement with the Taylor family last week that included a million payment and changes to department policies.An officer was shot during the raid by Taylor's boyfriend, who has said he thought he was defending against a home invasion. The boyfriend was initially charged, but those charges were later dropped.The Louisville Metro Police Department fired one of the officers involved, Brett Hankison, in June, saying he violated procedures by showing "extreme indifference to the value of human life." The other officers involved in the case — Jon Mattingly and Myles Cosgrove — have been placed on administrative reassignment."To ensure we have the appropriate level of staffing to provide for public safety services and our policing functions, effective immediately the LMPD will operate under the emergency staffing and reporting guidelines as outlined in the Standard Operating Procedures, Emergency Response Plan, and collective bargaining agreements until further notice," a memo sent Monday to all personnel states.A handful of buildings around Louisville have been identified as potential places for "backlash" if a decision is announced this week. Windows have been boarded up at the Gene Snyder U.S. Courthouse & Customhouse. Tony Evers ordered the state's National Guard troops to withdraw from the border with Mexico Monday, drawing the ire of a Republican congressman from Illinois who says he serves in the Wisconsin National Guard and the border mission is honorable.Former Republican Gov. Scott Walker ordered troops to Arizona in June to assist with administrative duties along the border. Evers, a Democrat, issued an executive order Monday withdrawing them. Evers announced the order late Monday afternoon.The governor said about 112 troops are currently serving in Arizona but keeping the borders safe and protecting immigrants seeking asylum is the U.S. Customs and Border Patrol's job. MARTIN COUNTY, Florida — The Martin County Sheriff's Office said a 28-year-old man faces poaching charges after deputies said he was caught with two gopher tortoises at a state park.Deputies responded Sunday evening to Seabranch Preserve State Park and found the suspect, identified as Robert Lane, on the ground.The sheriff's office said Lane pulled two endangered tortoises from their hole and was on the ground searching for others.Lane was in possession of a male and a female gopher tortoise when deputies caught him.They said he admitted to deputies that he pulled both of the tortoises from their hole and was going to take them home where he had planned to eat them.Gopher tortoises are a threatened species and federally protected.The case was turned over to the Florida Fish and Wildlife Conservation Commission. Lane faces charges related to poaching on state property.Deputies said they found the hole where Lane pulled the tortoises from and returned both reptiles to the location.  1043

  

Mandy Lamay wants to go from renter to buyer, looking to close on her first property during the COVID-19 crisis.“I started right as the pandemic was hitting,” she said of her home search. “That was kind of my driving factor for buying a house.”Purchasing a property during a pandemic, however, has proven to be somewhat problematic for buyers like Lamay.“You have to be viewing the house day one it pops on the market,” she said. “If you’re actually interested, you have to put in an offer immediately.”This kind of competition has created all kinds of chaos across the country.“We are seeing this pent-up demand,” said Dr. Jessica Lautz, vice president of demographics and behavioral insights for the National Association of Realtors. “We’ve actually seen in every region on a national scale that home sales actually did increase.”Lautz says after two months of drastic decline during the coronavirus shutdown, pending home sales mounted a record rebound in May.“The month-over-month increase in pending home sales is the largest that we’ve recorded,” she said.That’s more than a 44% increase after seeing home sales drop to their lowest levels in nine-and-a-half years.“Buyers are rethinking their living situations,” Lautz said. “So, the demand is really hot and that’s going to drive up prices.”Also impacting prices are slow building, low inventory and low interest rates.Combine those factors with more Americans looking to move from big cities to smaller towns and Lautz believes America’s real estate market will be impacted even more.“People are reevaluating and saying, ‘I don’t want to live in a dense area, crowded city center, crowded blocks,’” she said. “Elevator living is just not the right thing for people today.”For Lamay, she’s locked in a 3.125% interest rate and says she may overpay for her first property, if it gives her a peace of mind.“And then hopefully I’ll have a big new yard for my dog and myself,” she said. 1948
