SAN DIEGO (CNS) - A 26-year-old pedestrian was hospitalized this morning with a fractured pelvis and other internal injuries she sustained when she was struck by a 2015 Honda Accord sedan while crossing a street in the Mt. Hope area of San Diego, and the driver was arrested on suspicion of DUI.It occurred at the intersection of Market and Denby streets at 10:35 p.m. Friday as the victim was crossing Market Street legally, but not in a marked crosswalk, according to Sgt. Michael Tansey of the San Diego Police Department.The victim, identified as Ruth James of San Diego, was taken to a hospital with serious, but non-life-threatening injuries, Tansey said.The driver of the Honda, a 40-year-old woman, was jailed on suspicion of felony DUI, he said. SACRAMENTO, Calif. (KGTV) -- Starting Sunday, the California Employment Development Department stopped taking new unemployment applications amid the coronavirus pandemic.The department said in a statement that it was “making improvements to UI Online and cannot accept new unemployment applications.”Existing claims will not be impacted, the agency said.“These new changes will not cause payment delays and allows EDD to pay customers sooner by verifying identities in an easier, faster way. Once UI Online is available for new applications on October 5, 2020, claims will be backdated to cover this time period,” according to the department.According to the state the EDD has a backlog of almost 600,000 Californians who have applied for unemployment insurance. 770
SAN DIEGO (CNS and KGTV) - The San Diego City Council Tuesday approved a code amendment that prohibits housing discrimination against applicants using Section 8 vouchers or other rent substitutes. The proposed code amendment blocks landlords from rejecting applicants based solely on voucher status, though they would still retain a right, based on other rental criteria, to choose residents who don't use subsidies.Studies have found that prohibiting income-based discrimination leads to increased neighborhood options for residents and decreased segregation.“Hearing from the community was very powerful and I am happy that the Council approved the ordinance to end housing discrimination taking place in San Diego,” said Councilmember Georgette Gómez. “This is one step towards helping increase access to affordable housing for all San Diegans.”Local California governments with such provisions include Berkeley, Corte Madera, East Palo Alto, Foster City, Marin County, San Francisco, Santa Clara County, Santa Monica and Woodland.San Diego's proposed ordinance also establishes a landlord contingency fund for property damage or lost rent related to renters with vouchers.Implementation of the proposal is expected to take two years. Year one focuses on voluntary compliance as well as landlord outreach and education of the potential benefits of renting to Section 8 users, including consistent on-time rent payments, long-term tenancies, flexible leases and background checks.Year two introduces investigation and enforcement services.More than 15,000 low-income households receive Section 8 assistance through the San Diego Housing Commission. June had reached its own high mark, with a more than 20 percent increase in sales over May.Existing homes are defined as single-family homes, townhomes, condominiums and co-ops.With July’s increase, to a seasonally adjusted annual rate of 5.86 million, purchases are now up 8.7% from a year ago. In July 2019, there were 5.39 million sales.“The housing market is well past the recovery phase and is now booming with higher home sales compared to the pre-pandemic days,” said Lawrence Yun, NAR’s chief economist. “With the sizable shift in remote work, current homeowners are looking for larger homes and this will lead to a secondary level of demand even into 2021.”Total housing inventory at the end of July totaled 1.5 million units, a year ago there were 1.9 million available units.“More homes need to be built,” Yun said in a statement on NAR’s website.Properties are staying on the market for an average of 22 days. SAN DIEGO (CNS) - A convicted rapist wanted in New York for violating his parole by leaving the state pleaded not guilty Monday in a San Diego courtroom to burglary charges. Dale Dulac, 57, faces charges in San Diego of auto burglary and possession of stolen property, according to the District Attorney's Office. Dulac is being held on 0,000 bail for the San Diego charges, said George Modlin, deputy district attorney. But he also remains jailed as a fugitive from New York, where authorities say he violated the terms of his parole on Sept. 20 by leaving the state. San Diego police arrested Dulac Friday after officers recognized him walking in the 1500 block of Imperial Avenue. New York authorities said last week that Dulac had been spotted at a San Diego bus station and in San Marcos. According to media reports out of New York, Dulac was released on parole in 2015. He served more than 20 years in prison for raping a woman in 1992. 953
