Enkhbold called a state emergency situation committee meeting on Monday to respond to the epidemic.Millions of horses will need to be vaccinated, given cases of the disease have been discovered in all but three provinces -- Bayan-Ulgii, Zavkhan and Umnugobi.Equine influenza usually broke out in spring and fall, said an official of the Mongolian veterinarian and breeding bureau. BEIJING, Aug. 26 (Xinhua) -- China's maritime authority on Friday once again urged U.S. oil giant ConocoPhillips to finish cleaning up oil spills in north China's Bohai Bay as soon as possible.Aug. 31 is the deadline set by the government. "There are only five days to go before the arrival of the deadline," said a statement of the State Oceanic Administration (SOA).The SOA urged ConocoPhillips China to adopt all technical measures that could be used to clean up oil spills, and to do it "with an active manner."Liu Cigui, head of the SOA, said Thursday that his administration is collecting evidence and gauging the ecological impact of the spills in preparation for possible legal action against the company.ConocoPhillips China, a subsidiary of ConocoPhillips, first reported the oil spills in June. The spills have spread to beaches in Hebei and Liaoning provinces and been blamed for losses in local tourism and aquatic farming industries.Although the company has worked to clean up the spills, pollutants have still been found in the bay, even after cleanup efforts were reported to be complete.ConocoPhillips China admitted that a total of 16 oil spill sources have been found in the bay as of Friday.

WASHINGTON, June 6 (Xinhua) -- Women who have higher levels of the appetite-controlling hormone leptin have fewer symptoms of depression, and this apparent inverse relationship is not related to body mass index (BMI), a new study finds. The results were presented Monday at The Endocrine Society's 93rd Annual Meeting in Boston, the United States."Animal data suggest that leptin may reduce anxiety and improve depression. Our study in women suggests that leptin may indeed have antidepressant qualities," said the study's lead author, Elizabeth Lawson, of Massachusetts General Hospital and Harvard Medical School in Boston.Leptin, the product of fat cells, signals satiety, or fullness. It is low in thin women and high in obese women, according to Lawson. She also said there is an increased prevalence of anxiety and depression in certain conditions in which leptin levels are typically low. These include the eating disorder anorexia nervosa, in which there is abnormally low weight and body fat, and functional hypothalamic amenorrhea, in which women have stopped menstruating despite having normal weight."It is unknown whether low leptin levels contribute to the development of mood disorders in these women," Lawson said.She and her co-workers studied the relationship between leptin levels and symptoms of anxiety and depression in 64 women. Fifteen of the women had anorexia nervosa, 12 were normal weight with hypothalamic amenorrhea, 20 were normal weight and in good health, and 17 were overweight or obese but still healthy.All subjects were asked questions to assess symptoms of depression and anxiety, with high scores indicating more symptoms. Besides measuring leptin levels in the blood, the researchers assessed the women's BMI, a measure of weight for height.The relationship between leptin and depression symptoms was independent of BMI. This finding indicates that leptin may mediate symptoms of depression and that this effect is not a function of low weight, Lawson said."Further research administering leptin to humans will be important in understanding whether this hormone has a potential role in the treatment of depression," she said.

BEIJING, Sept. 28 (Xinhua) -- China's top economic planner announced Wednesday that it will raise the minimum purchase prices for wheat from farmers in 2012 to boost grain output.The move "aims to protect farmers' enthusiasm to grow grains and further stimulate grain production," the National Development and Reform Commission (NDRC) said in a statement.The minimum purchase price for white wheat in the country's major wheat-producing areas will be increased to 102 yuan (16 U.S. dollars) per 50 kg, up 7 yuan from the 2011 price, said the NDRC.It said the minimum purchase prices for red and mixed wheat will both rise 9 yuan to 102 yuan per 50 kg next year.Wheat is one of China's major grains, which feeds its population of 1.3 billion people mainly with domestically-produced grains.A stable food supply is crucial to China's efforts to check inflation, as food prices account for about a third of the weighting in its consumer price index (CPI) calculation, a main gauge of inflation.China's CPI rose to a 27-month year-on-year high of 6.5 percent in July and weakened slightly to 6.2 percent in August.The country's grain output rose 2.9 percent last year to 546.41 million tonnes, marking the seventh consecutive year of output growth.The Ministry of Agriculture expects the output to reach a record high of 550 million tonnes this year.
