SACRAMENTO, Calif. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

RMH Franchise Holdings, a company that operates a number of Applebee's restaurants, announced this week that customers who used credit cards at some locations may have been subject to a data breach. "Upon learning of a potential incident, RMH promptly launched an investigation and obtained the help of leading cyber security forensics firms," the company said in a statement. "Based on the experts’ investigation, RMH believes that unauthorized software placed on the point-of-sale system at certain RMH-owned and -operated Applebee’s restaurants was designed to capture payment card information and may have affected a limited number of purchases made at those locations."The company said that customers’ names, credit or debit card numbers, expiration dates and card verification codes were subject to the breach. Customers who used Applebee's tabletop payment system, or its online ordering system were not subject to the breach.RMH said that customers should closely monitor their payment card statements, and check for any unauthorized transactions. If customers notice any unauthorized transactions, they should contact their bank.RMH said that it learned of the incident on February 13, and has since contacted law enforcement. "RMH is continuing to closely monitor its systems and review its security measures to help prevent something like this from happening again," the company said. The company did not say why it waited three weeks before notifying the public. Many of the affected transactions took place from December 6 through January 2. (KGTV) -- A bill which prevents dine-in and full-service restaurants from giving customers plastic straws unless requested passed the state Senate Monday.In a final vote of 25 to 15, the California Senate passed the single-use plastic straws bill, also known as AB 1884.According to environmental groups, people throw away as many as 175 million plastic straws in the United States, many of which end up in the ocean and can harm marine life.RELATED: California bill would make it illegal for servers to hand out plastic straws unless asked  “Nothing we use for a few minutes should be allowed to pollute our rivers and oceans for hundreds of years—especially when we don’t really need it,” said Dan Jacobson, state director of Environment California.According to the text of the bill, businesses will be warned twice before being fined per day they are in violation up to 0.The bill now heads back to the Assembly for a concurrence vote before heading to Governor Jerry Brown’s office. 1025
