Community Health Centers that care for hundreds of thousands of low-income San Diegans are bracing for deep cuts. Congress has to act by Sept. 30 to maintain the funds to the centers, or services will start to decrease."This conversation is, do you have a doctor when you need one, who will see you?" said Vernita Todd, Vice President of Health Center Partners of Southern California, an association of 17 health centers in San Diego, Imperial and Riverside counties. The centers are concerned about million of federal money that Congress has yet to renew. The money goes to lower the cost of services like primary care, vaccinations, cancer screenings and physicals. It can help turn a visit that would normally cost 0 into a visit. "If they can't afford it, does that mean they'll forego treatment? Will they forego going to the doctor? Will they skip vaccinations for their children?" Todd said. Earlier this month, Rep. Elise Stefanik, R-NY, introduced a bill to continue the funding for community health centers. It has 13 bipartisan supporters. Her spokesman says she's exploring different ways to move the legislation forward. Todd says she's not concerned the bill wouldn't pass. She just wants it to come up for a vote. But she's worried Congress isn't paying attention to the health center needs because it's focused on issues like Hurricane recovery, repealing the Affordable Care Act, and Immigration. She says the centers would start taking hits Oct. 1, when money for a program that essentially gets doctors to health centers dries up.Then, on Jan. 1, they would lose the biggest lump sum, which could lead to layoffs, closures, and fewer services. There are six San Diego health center locations, including City Heights, San Ysidro, and Vista. Conditions on a breeder's property during an animal rescue operation near Nashville were so toxic that the leader of the rescue team nearly died from ammonia poisoning.Scotlund Haisley, the founder of Animal Rescue Corps, led a team along with sheriff's deputies to the home of a breeder. It was called Operation Noah's Ark.They rescued 150 animals from horrible conditions - conditions that were so bad, Haisley was poisoned by fumes and needed a blood transfusion to survive.Haisley wasn't feeling well, but he was still up and around two days later giving a tour of the shelter."This is what it takes to care for 150 animals. All of these volunteers," said Haisley pointing to his team.Moments later, he became violently sick.ARC has made hundreds of rescues over the years, almost all of them are in deplorable conditions.Yet, this one was in many ways the worst and most dangerous. Inside the structures, Haisley found an unbelievable amount of feces and urine, which produced the highest ammonia levels he'd ever encountered. He still went in."The animals were in there. They were suffering greatly. We had to get them out," said Haisley.Free from that toxic environment, the animals immediately began getting better, but Haisley got worse."Extreme nausea, couldn't hold food or beverages down and very exhausted," Haisley said describing his symptoms.Haisley talked to us later by phone after his release from the hospital for what turned out to be acute ammonia poisoning which required a massive blood transfusion. Doctors told him he nearly died."I've experienced ammonia before. This is a whole new experience for me," said Haisley. However, it won't change his mission. The experience made Haisley even more determined to rescue animals. He now knows, more than ever, that no living creature should ever live in such conditions.Experts say the toxic fumes found at some deplorable sites where animals are rescued can be comparable with those found at a meth lab.Haisley says crews often will wear oxygen masks, but now for extreme cases, they are looking to buy some protective full-body suits. 2187

Cotton Incorporated responded on Tuesday to a viral Facebook controversy surrounding a Hobby Lobby decoration that angered a customer. The customer shared a photo of a cotton decoration on Sept. 14, 2017 on Facebook, and said it is reminiscent of slavery and those who were forced to pick cotton. She called for the retailer to remove the item from shelves."We were surprised at the initial post because cotton has been sold in craft stores and used as a botanical decoration for decades," a Cotton Incorporated spokesman said in a statement. "Based on the responses to the original post, it does not seem that most people conflate a decorative choice with a regrettable chapter in American history."On Monday, Sept. 18, the "Cotton Stems in Glass Vase" item on Hobby Lobby's website was on sale for , marked down from .99. It is described as a natural decor with hints of the great outdoors, including large fluffs of white cotton finish on each stem. Cotton Incorporated argues that the cotton industry has changed since the days before the Civil War. "The U.S. cotton industry today bears little resemblance to that of the last century or the one before. Modern U.S. cotton is a socially and environmentally responsible industry that provides textile fiber, feed for animals and food for the growing world population," the spokesman added. Correction: An earlier version of this story incorrectly stated that Hobby Lobby had responded to a request for comment on the controversy. Hobby Lobby has not yet responded to a request for comment. Scripps regrets the error. 1627

CNN anchors Poppy Harlow and Jim Sciutto were covering the suspicious packages sent to the Clintons and the Obamas when the fire alarm sounded inside their New York City studio. There was another package -- and it was inside the building where they were broadcasting.Over the loudspeaker, CNN staffers were told to evacuate the building. Right over Harlow's shoulder, viewers could see staffers grabbing their coats and walking out to the lobby."There's a fire alarm here," Harlow said. "We'll be right back," Sciutto said, tossing to a commercial break.Police officers were already arriving outside. The suspicious device was delivered to the mailroom of CNN's parent company, WarnerMedia, around 9:30 a.m. ET on Wednesday, according to a WarnerMedia executive. It "appeared to be a pipe bomb," the executive said. It was addressed to John Brennan, the former CIA director, who is a commentator on NBC and MSNBC.The fire alarm was audible on TV at 10:09 a.m. The entire WarnerMedia operation in New York was evacuated, from CNN's offices and studios on the lower floors to the corporate suites upstairs.CNN had to scramble to keep the 10 a.m. newscast on the air. When the anchors heard the fire alarm, they asked a question to a remote guest, Tom Fuentes, which gave them a moment to size up the situation. Then they tossed to commercial and evacuated. The newscast is usually produced out of a control room in Atlanta, which is why there was no interruption in programming. In the control room, executive producer Michelle Moryc lined up correspondent Rene Marsh, who was standing by for a live shot in the DC bureau, to substitute anchor. In her wall of monitors, Moryc also saw reporter Shimon Prokupecz in front of another camera in the Washington bureau. He had just been on the air covering the other suspicious packages. He was now gathering information about the situation at Time Warner Center. So when the newscast came back from commercial, Marsh explained the evacuation in New York and tossed to Prokupecz for more information. 2064
