WASHINGTON (AP) — The White House said Wednesday it does not favor an immigration agreement with Congress that would involve extending protections for young immigrants for three years in exchange for three years of border wall funding.Deputy press secretary Raj Shah said the administration continues to negotiate an immigration overhaul that would address the Obama-era Deferred Action for Childhood Arrivals program that protects young immigrants from deportation, while also stopping illegal immigration and modernizing the legal immigration system. Two Republican officials briefed on the talks said the so-called "three-for-three" proposal had been floated in staff-level discussions in recent days. The officials spoke on condition of anonymity because they weren't authorized to speak publicly. The discussions were first reported by The Washington Post, which said the idea was being discussed as part of an upcoming spending bill.President Donald Trump has proposed a path to citizenship for about 1.8 million immigrants brought to the U.S. illegally as children in exchange for billion for a border wall with Mexico and other security measures, along with curbing legal immigration. Many Democrats have opposed the proposals.Trump visited the U.S.-Mexico border Tuesday to see prototypes of the barrier that he wants built. Calls to build the wall — a rallying cry of his presidential campaign — and Trump's insistence that Mexico pay for it have led to a coarsening in ties between the U.S. and its southern neighbor.Trump ended the Obama program last September, saying he believed DACA was unconstitutional. Trump pledged to work with Democrats and Republicans to protect the young immigrants, often referred to as Dreamers, from deportation. At one point he promised to accept whatever bipartisan proposal was brought to him, but negotiations broke down after Trump used offensive language to describe some countries in a meeting with lawmakers. The Department of Homeland Security is under a court order to maintain the DACA protections while supporters of the program challenge Trump's decision to end it. 2129

WASHINGTON, D.C. – President Donald Trump considered the idea of selling Puerto Rico in 2017, according to The New York Times who recently spoke with Elaine Duke, the former acting homeland security secretary.Duke said Trump put the idea forward after the island was devastated by Hurricane Maria. She told the newspaper that Trump approached the disaster as a “businessman” and asked if the U.S. could divest it.Duke says the idea was never seriously considered or discussed.Trump has previously taken aim at Puerto Rican officials for their management of the billions in relief funds his administration has appropriated for storm recovery. The president has accused the island's leaders of spending some of that money for reasons other than hurricane clean-up. 768

WASHINGTON (AP) — President Donald Trump says his personal attorney Rudy Giuliani has tested positive for coronavirus. The president confirmed in a Sunday afternoon tweet that the former New York mayor had test positive for the virus. Giuliani has traveled extensively to battleground states in recent weeks in effort to help Trump subvert his election loss. Trump wished Giuliani a speedy recovery, tweeting: “Get better soon Rudy, we will carry on!!!” Giuliani made an appearance earlier on Sunday on Fox News to speak about his legal challenges in several states on behalf of Trump. 593

WASHINGTON, D.C. – The U.S. Supreme Court has ruled that the Manhattan district attorney's office can see President Donald Trump’s tax returns and other financial records, but Congress cannot, at least for now.The two separate decisions were announced Thursday on the court’s final opinion day of its 2019-2020 term, which lasted more than a week longer than it historically does, likely because of the COVID-19 pandemic. The vote in both cases was 7-2. For the time being, the decisions will keep Trump’s long elusive tax returns and other documents out of the public eye. In the New York case, district attorney Cyrus Vance Jr. issued subpoenas for eight years’ worth of Trump’s business and personal tax records. Vance’s office says the records are needed for an investigation into hush-money payments made to two women who claimed they had affairs with Trump. In that case, justices rejected arguments by Trump’s lawyers that the president is immune from investigation while he holds office or that a prosecutor must show a greater need than normal to obtain the records.Chief Justice John Roberts wrote that “no citizen, not even the president, is categorically above the common duty to produce evidence when called upon in a criminal proceeding.” He added that Trump may still raise objections to the scope and relevance of the subpoenas. It’s not yet clear how much of the financial material will become public, if any. The records turned over in the Manhattan investigation are required to be kept secret at least until charges are filed. As for the congressional case, the justices ruled 7-2 to return the case to the lower courts, with no clear prospect for when the it might be resolved. The lower courts will consider separation of powers concerns. House committees issued subpoenas to Trump’s accounting firm and his major lenders last year in an effort to access several years of financial records. Lawmakers argued they needed the records to check the president’s financial disclosures and inform whether conflict-of-interest laws are tough enough, The Washington Post reports. The court’s ruling on the congressional subpoenas is short-term victory for the president, who has fought hard to keep his records private, especially leading up to the November election. 2283

WASHINGTON (AP) — Washington’s National Zoo says panda matriarch Mei Xiang has given birth and is caring for her newborn attentively. The National Zoo said the birth happened at 6:35 p.m. ET on Friday.Watch the zoo’s panda-cam. Mei Xiang has had three previous cubs. All were eventually transported to China under an agreement with the Chinese government. Mei Xiang has been spending most of her time in a small den indoors, where she has created a nest out of branches. In an Instagram post Friday afternoon, the zoo says, "Mei Xiang has become increasingly restless and started body licking — both signs that labor has probably started!”Mei, at 22, would be the oldest giant panda to successfully give birth in the United States. The oldest in the world gave birth in China at age 23. 793
