(KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

(KGTV) - Southwestern College in Chula Vista was briefly put on lockdown Tuesday after a student reported hearing shots fired at the campus library.The student contacted officers about hearing two gunshots on the third floor of the library just before 1 p.m. at the college on 900 Otay Lakes Rd.Chula Vista Police responded to campus and evacuated the building, according to Southwestern officials. (KGTV) — Police have made an arrest after the body of a man was discovered in a bank parking lot late Wednesday.Chula Vista Police said 37-year-old Angel Padilla was arrested shortly before 12 p.m. on Thursday in the 300 block of Third Avenue.Police said a suspect matching Padilla's description was seen on security footage with a hatchet-type weapon near where the victim was found.The victim was discovered just before 10:30 p.m. on Wednesday behind the Bank of America located at 295 E Street. CHULA VISTA, Calif. (KGTV) -- A close family friend is speaking out after a 15-year-old boy was stabbed at a Chula Vista birthday party while defending his friend. Devin Griffiths was stabbed at a birthday party on the 900 block of Maria Way in Chula Vista on January 31. Reid Schneider, a friend of the family, says the party was first advertised on the social media platform Snapchat. Schneider says there was a doorman at the party as well as security guards. Witnesses say an argument between Devin’s friend and another teenager escalated into a fight outside. Devin, who was not involved in the original fight, intervened to help his friend when he was stabbed. "They started hurting Devin’s friend. Devin jumped in and he was beat down pretty bad and stabbed a few times," Schneider said. "He had some severe brain damage. I guess he was considered dead on scene and they kind of brought him back."RELATED: 15-year-old stabbed, killed protecting friend at Chula Vista birthday partyDevin underwent at least five surgeries within the first 12 hours, according to Schneider. He died on February 16 after being taken off life support. "There was a lot of times where we thought there was hope and and unfortunately there was too much damage," Schneider added. Police told 10News Tuesday that the teen “passed away with his family at his side.”A candlelight vigil was held for the teen Wednesday night on the Helix High campus, which is where Devin went to school. A GoFundMe has also been set up to help the family. "He was a kid that has gone through a lot more obstacles than a lot of other kids and adults as a 15-year-old. And he was striving. He was striving and he was going to make something of his life," Schneider said.
