BEIJING, Aug. 28 (Xinhua) -- China's top legislature on Saturday approved an amendment to the Basic Law of the Hong Kong Special Administrative Region regarding the method of selecting Hong Kong's Chief Executive.The amendment to Annexes I to the Basic Law was approved at the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature, which ended Saturday.The NPC Standing Committee approved an examination report on an amendment to Annexes II of the Basic Law concerning the formation of the city's Legislative Council and agreed to file it on the record.The NPC Standing Committee's concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The two amendments would take effect after the legislature's approval, Wu said.Wu said the two amendments had embodied the common opinions among the Hong Kong communities, gone through due procedures in the laws and was in accordance with interpretations and decisions of the NPC Standing Committee.The two amendments would help to maintain and promote the long-term prosperity and stability in Hong Kong, Wu said.The NPC Standing Committee members had called for unswervingly following the principle of "one country, two systems" and the Basic Law, to push forward a gradual promotion of Hong Kong's political system, Wu said.Legislators at the session also adopted the People's Mediation Law and the amendment to the Law on Officers in Reserve Forces.Further, President Hu Jintao signed decrees to publish the new Law, which will come into effect in 2011, and the amendment to the Law on Officers in Reserve Forces, which will be implemented after its being published.The legislature also ratified the International Convention for the Suppression of Acts of Nuclear Terrorism.During his speech at the concluding meeting, Wu also said the situation of China's economy was in a crucial stage from recovery to a steady growth.However, he noted that the work to maintain satisfactory growth was still an arduous job.Wu also said he appreciated the reports on cleaner production inspection and grain safety work, which were presented during the session.The NPC Standing Committee also appointed Chen Jianguo and Shi Zongyuan as vice chairmen of two special committees under the NPC.
LANZHOU/BEICHUAN, Sept. 1 (Xinhua) -- After living through major tragedies, such as the Wenchuan Earthquake that claimed over 68,000 lives and the Zhouqu mudslides that left 1,400 dead, the new semester starting Wednesday may bring a much-needed sense of normality to the affected students.Senior high schoolers of the mudslides-hit Zhouqu County, northwest China's Gansu Province, began a new semester on a usual date, Sept. 1, which is the first day of school in many parts of China, but at a place 400 km south of Zhouqu, the provincial capital of Lanzhou.After the county was hit by massive mudslides on Aug. 8, two primary schools were damaged and high schools are now being used by these pupils. So high schoolers, altogether more than 3,000, were transferred to four schools in Lanzhou and Dingxi City."The new dormitory has everything -- bed sheets, tooth brushes, slippers, toilet paper, you name it", said Wang Wentian, whose house was destroyed. Fortunately, her family was not at home when the mudslides struck.Another student, Guo Xiangban, lost several loved ones in the mudslides. "I still feel sad when I am alone. But the past is the past and I have to move on with my life," said Guo.On the same day, students of the newly-built Beichuan High School, where over 1,000 students were killed after two school buildings collapsed during the Wenchuan earthquake on May 12, 2008, also started their new semester."I have never been in a school so beautiful. There is even a bathroom in our dorm," said Qiao Qi, a senior high student at Beichuan.The new school, covering an area of 15 hectares, can accommodate 5,200 students. Before the school was built, students, like nomads, had studied during the past two years in tents, then makeshift classrooms.Sitting in a wheelchair, Guo Dongmei looked at the bustling sports field where her schoolmates could not wait to try out the new sports equipment, such as the parallel bars.

TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." FUZHOU, Sept. 2 (Xinhua) -- Tropical storm Lionrock, the eighth of this year, made landfall on east China's Fujian Province early Thursday morning, local meteorologists said.The storm landed at Gulei Town of Zhangpu County at around 6:50 a.m. with a speed of 82.8 km per hour near its center.Under the impact of Lionrock, torrential rain was seen along the coast of Zhangzhou City, and the rain was the heaviest in Dongshan and Zhangpu counties.No casualties have been reported.Local meteorologists have warned residents of mudflows and landslides that might be triggered by the tropical storm.The meteorologists forecast that rainfalls would be up to 100 to 200 mm in Zhangzhou, Quanzhou, Xiamen and Putian cities of Fujian from Thursday to Friday.By 7:00 p.m. Wednesday, 162,200 people in the province had been evacuated to safe places, and 50,703 fishing ships had been back to harbors.
