A US advisory panel has released their recommendations on how a future COVID-19 vaccine should be distributed, and is now seeking public comments on their draft plan.The National Academies of Science, Engineering and Medicine published their discussion draft Tuesday afternoon on their website. It is meant to “assist policymakers in planning for equitable allocation of a vaccine against COVID-19.”The draft plan has a four-phased approach to handle the intense demand for and limited supply of the vaccine when it is first developed.“While major efforts are being made to have a significant supply of COVID-19 vaccine as soon as possible, the committee has been tasked with considering the tough choices that will need to be made for allocating the tightly constrained initial supplies,” said committee co-chair Helene Gayle, president and CEO of the Chicago Community TrustThe plan states in the first phase “would be ‘frontline’ health workers—health professionals who are involved in direct patient care, as well as those in transport, environmental services staff, or other health care facility services, who risk exposure to bodily fluids or aerosols. Under conditions of such scarcity, access should not be defined by professional title, but rather by the individual’s actual risk of exposure to COVID-19.”Their plan also gives higher priority to older Americans living in group settings. They cite data showing about 80 percent of all COVID-19 deaths in the US occurred in people over the age of 65, and a significant proportion of them were people living in long-term care facilities.“Recognizing the importance of education and child development,” tier 2 includes teachers and school staff, as well as those with pre-existing conditions that put them at a heightened risk of severe complications from COVID-19 and those living in group housing situations not included in tier 1.The group states that by the time there is enough of the vaccine to reach tier 4, “ideally, these individuals would be willing to participate in an egalitarian process (such as a lottery) if there are persistent local or regional shortages in this phase.”The group that developed this draft was formed in July at the request of the National Institutes of Health and the Centers for Disease Control and Prevention.“We are pleased to help inform the government’s decision-making process and provide our expert advice for priority-setting for the equitable allocation of potential COVID-19 vaccines,” said National Academy of Medicine President Victor J. Dzau. “Input from the public on this draft framework, especially from communities disproportionately affected by COVID-19, is essential to produce a final report that is objective, balanced, and inclusive.”The public comment period will be open until 11:59 p.m. on Friday, September 4. Commenters will be able to download and review the draft before submitting a comment at nationalacademies.org/VaccineAllocationComment.A final recommendation will be published this fall to include any changes following public comment. 3069

A recent study appears to show a person’s blood type might indicate whether they will develop severe respiratory failure if they contract COVID-19.The study sequenced genomes of 1,600 COVID-19 patients in Spain and Italy who had been hospitalized with severe respiratory failure and compared the results to DNA sequences of 2,205 healthy subjects.Results appear to show that people with type A blood had a higher chance of developing severe respiratory failure as compared to people with O blood type. The study claims there may be a “protective effect” for blood group O. However this study has not been peer-reviewed yet and the exact kind or extent of “protective effect” is not known.In early June, the site 23andme.com released results from information gathered from 750,000 participants who identified they had COVID-19. The genealogy company said their research suggests a similar effect in people with O blood type. “Individuals with O blood type are between 9-18% percent less likely than individuals with other blood types to have tested positive for COVID-19, according to the data,” a company statement said.They said while there was a significant difference in those with O blood type, there “appeared to be little differences in susceptibility among the other blood types.”However, some are questioning this idea that people with type O blood are protected. Laura Cooling is the director of immunohematology at the University of Michigan. She noted that the idea that having type O blood is protective doesn’t match with current COVID-19 infection rates.Type O blood is usually more prevalent among African Americans, according to the American Red Cross, yet new information from the CDC and states indicate African Americans have experienced disproportionately high COVID-19 infection rates. Cooling says there are many factors to consider.“It’s what your blood type is, relative to the other person who exposed you, relative to all the other genetic and acquired health conditions you have,” she told Chemical and Engineering News on the matter. 2069

A second autopsy on the in-custody death of Adrian Ingram-Lopez concludes the way three Tucson Police Officers restrained him contributed to his death.An earlier autopsy by the Pima County Medical Examiner attributed Ingram-Lopez's death to cocaine intoxication and a heart condition.An autopsy commissioned by Eduardo Coronado, the attorney for Ingram-Lopez family concluded those conditions alone were not enough to have killed the man. It concluded officers continuing to hold Ingram-Lopez face down, handcuffed, and with officers putting their weight on his back led to “positional asphyxia”---inability to breathe because of body position.Police were about to fire Officers Jonathan Jackson, Samuel Routledge, and Ryan Starbuck when the three resigned.RELATED: TIMELINE: What happened after a man died while in TPD custodyThe TPD report which recommended firing the officers noted Ryan Starbuck had more extensive medical training than the other two. He is a licensed Emergency Medical Technician. The Arizona Health Department shows an EMT license for a Ryan Starbuck still active. TPD says Starbuck has been an EMT for 14 years.Police body cameras show, when other officers arrived, they recognized Ingram-Lopez was in medical distress and had him re-positioned to allow better breathing. Officers called an ambulance and administered an antidote for opioid overdose but that drug does not work on cocaine. Ambulance EMT’s pronounced Ingram Lopez dead.The family’s attorney hired a former Maricopa County Medical Examiner to do an independent autopsy. It conflicts with the Pima County Medical Examiner’s ruling on death.The Pima County report basically attributes the death to cocaine and a heart condition and mentions how Ingram-Lopez was restrained. It says, in part:“...the cause of death is ascribed to sudden cardiac arrest in the setting of acute cocaine intoxication and physical restraint with cardiac left ventricular hypertrophy as a significant contributing condition.”The alternative report says the cocaine and the heart condition were not serious enough to have killed by themselves. It puts more blame on how the officers restrained Ingram-Lopez and say, “his death is most consistent with asphyxia due to compromised airway which is best explained by a facedown position restricting his breathing.”Attorney Eduardo Coronado says instead of putting their weight on Ingram-Lopez back, officers should have realized he was co-operating and let him sit up and breathe.“What I can say is that there was a complete lack of empathy, a complete lack of humanity, a total disregard for his needs and just indifference, complete indifference.”Now the family says it wants a thorough criminal investigation of what the three former officers did and it’s considering a civil lawsuit.Report details TPD officer misconduct in death of Carlos Ingram-LopezKGUN's Craig Smith first reported this story. 2918

  

A scary moment happened for parents and young kids when a fight broke out at the Lied Memorial Boys and Girls Club near Lindell Road and Edna Avenue in Las Vegas.It's not clear yet how it all started but from the video, it appears that a number of adults were involved. But what concerns parents most is there were a lot of young children, even babies in the audience when the fight started. What seemed like a heated argument turns into a fistfight within seconds. People were throwing wild punches, shoving and tackling each other as others tried to break the fight.Scripps station KTNV in Las Vegas spoke with a parent who was at the Lied Memorial Boys and Girls Club. Concerned with his kid's safety, he did not want to be identified."It was scary you know just to know that all those kids around, and how fast the situation escalated... just one second everybody was having fun and the next second it was chaos," the parent said. "It was a 'think fast' moment because the kids were close. More than anything it was just getting the kids out of the way and then figuring out what was going on."KTNV reached out to Boys and Girls Club and the National Youth Sports League which oversees the game.The League responded saying it is still "gathering facts" saying, "If found that any of the individuals were involved in our league they will be immediately removed and we will press charges. This is in no way the kind of behavior that should ever happen at a child's game."Parents also told KTNV they're disappointed.
