SAN DIEGO (KGTV) – A new COVID-19 testing site opened Wednesday morning at the San Ysidro Port of Entry, with tests for the virus available at no cost.The free test site is located at the PedEast crossing of the Port of Entry. It will be open 6:30 a.m.-10:30 a.m., Monday through Friday.About 200 tests will be administered daily, and no appointments will be necessary. San Diego County health officials said those getting tested “will not be asked about their immigration status or who lives with them.”Health officials said the site is focused on “testing essential workers and American citizens who live in Tijuana, as well as residents in the area.”Jennifer Bransford-Koons, the county’s testing director, said it’s possible the hours at the new site could eventually change.“We’re starting out first thing in the morning as people cross the border … to be able to see if that’s a good time to have people to be able to test. If that doesn’t work, then we’ll move to the afternoon or other days of the week. The purpose is to provide accessible testing to members of the public,” she said.County Public Health Officer Dr. Wilma Wooten said, “We know that communities in South Bay have been hit the hardest by COVID-19. SAN DIEGO (KGTV) -- A hearing that will decide where to place the so-called “bolder than most” rapist is set to take place in October.According to documents sent to 10News, the Department of State Hospitals proposed that Alvin Quarles live at 43050 Desert Ranch Road in Jacumba Hot Springs.Quarles was convicted and sentenced to 50 years in prison in 1989 after being convicted of attacking and raping four women.RELATED: Alvin Quarles, 'Bolder than Most' rapist, to be released from prisonIn 2013, Quarles became eligible for parole but was instead transferred to a state hospital because one of his victims objected.He earned his nickname because he made his victim’s male partners watch or participate in the sex crimes.“I don’t believe he’s suitable for release at this time,” Dr. Cecilia Groman, who created a report on Quarles’ rehabilitation, testified at a release hearing.RELATED: 'Bolder than most' rapist up for conditional releaseBefore the placement is finalized, the public is able to comment on the proposed location through September 5. SAN DIEGO (KGTV) – A new public service announcement produced by the California Highway Patrol focuses on the deaths of a Valley Center family in a 2017 DUI-related crash and its impact on an officer and his niece, the lone survivor of the tragedy.In November 2017, the Latulippe family were traveling in Austin, Texas, when a drunken driver crashed into their vehicle.Scott Latulippe, his wife Nancy, and their 14-year-old son Jackson died in the wreck. SAN DIEGO (KGTV) — A new political party is accused of tricking some San Diego voters into joining them.San Diego Registrar of Voters' Michael Vu told 10News he has referred the matter to the District Attorney and the Secretary of State's Fraud Investigation Unit.The Common Sense Party was founded by former Republicans and is currently attempting to get the 67,000 signatures needed to appear on future ballots as an state-recognized political party. Others said they were given a voter registration form that did not include a place to indicate party preference. When KPBS obtained the form that had been filed by the signature party gatherer for one of the voters, she said she hadn't made any changes. "Oh, no. This is not something I recognize. That is not my handwriting. SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.'
