SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. The measure also includes criminal penalties if politicians misuse the funds, according to the campaign. A new poll shows how San Diegans are feeling about the measure. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. SAN DIEGO (KGTV) - A little more than a year in, homeless people using the new storage lockers in Sherman Heights are still having trouble finding homes.According to new numbers released by the San Diego Housing Commission, 895 people have used the storage lockers since they opened last June. But only 9%, 79 of them have been able to find longer-term or permanent housing.Lisa Jones, the Senior Vice President of Homeless Housing Innovations for the SD Housing Commission, admits that number is low. But she says people should not look at it as a condemnation of the project. She says the locker facility isn't designed to help people find housing, but to direct them to resources that can."If this were a shelter program, that's a number we'd expect to be higher," Jones says. "But we see it as a positive number, considering the fact that we don't actually have case management services on that site."However, the storage facility seems to be struggling to connect homeless people with those resources. According to the same study, only 22% of the people using the shelters are currently working with a case manager or social service provider. Of those, only 45.5% met with a case manager in the last week before the survey.But, Jones says the storage site still serves as a critical gateway for homeless people to get help."It's an engagement opportunity that's unique because they're building relationships with the folks as they come in," she says. "They can help reorient them and get them reconnected to services if they're not. And if they are in services, they can make sure they're accessing them to the best effect."Jones also says the new numbers show that neighbors fears of the facility bringing more homeless people to the area are unfounded. An average of 120 people visit the site each day, but they rarely stay in the Sherman Heights area.Before the storage facility opened, 12.5% of the people who answered the survey said they slept in Sherman Heights or Logan Heights. That number has since dropped to 10%. She says that's particularly encouraging because 73% of the facility's users say they are chronically homeless."When you get into that chronic homelessness, your challenges get greater," says Jones. "To some degree, you get disenfranchised or frustrated with the experience. It's the kind of thing where the longer you're homeless, the more challenging that life back into housing can become."Jones also says the lockers have allowed more homeless people to be able to work and go to school. Because of the lockers, they don't have to bring their belongings with them everywhere they go or worry about them being stolen overnight."We have people in these programs that are employed, that are bringing in work boots and tools at night because they don't want to store them on the street," says Jones. "We have people that use the programs that are in school, and they keep books and laptops and things like that in there."There's a value to the safety and security that you can't see in numbers." 3361

SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment.The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county. SAN DIEGO (KGTV) - A program through the County's office of Child Welfare Services is making sure every kid in the foster program gets to celebrate this holiday season.The "Home for the Holidays" program pairs kids in the foster shelters with families for a holiday, so they don't have to spend the holiday alone."This is a great opportunity for families to kind of try it out and see what it's like to work with our youth," says Kimberly Giardina, the Director of Child Welfare Services.Right now, San Diego County has about 140 kids in the foster program that need a foster family. While this program doesn't give them a long-term solution, it helps the kids through a difficult season."People open their homes," says Giardina. "They see that our youth are just like every other kid in the neighborhood."Nanci Weinstein, who has fostered three kids through the county and adopted one, says it's an experience that's invaluable for both the kids and the families."I can't imagine what that might feel like for a child," she says. "Every moment is precious because this child is in a situation where they need someone to take care of them."Families interested in participating in the Home for the Holidays program need to complete a background check, home safety inspection, training and orientation. SAN DIEGO (KGTV) - A political kingmaker is using his fortune to shake up the San Diego race for District Attorney.The first television ads are hitting airwaves now, little more than a month before the election.The element of surprise surrounds the tone of an ad paid for by billionaire George Soros. He’s known for backing progressive candidates and shaking up elections, usually with controversial ads.The ad lays out Geneviéve Jones Wright’s qualifications to be San Diego County’s next District Attorney. It does not attack her opponent Summer Stephan, which is what most politicos expected.Jones Wright told 10News she had not seen the ad.Stephan’s campaign manager said he’s surprised the ad is more of an introduction than an attack. Jason Roe also said there is no doubt in his mind the gloves will come off, based on what he called Soros’ pattern of negative and dishonest ads.Jones Wright filed a complaint with the attorney general claiming Stephan was basically campaigning on the job and using photo ops with law enforcement in her campaign materials.Stephan’s campaign manager called it a distraction. 1128
