California is fining the nation’s largest pharmacy health care provider a record .6 million for failing to redeem deposits on bottles and cans at some of its locations, regulators said Monday.The California Department of Resources Recycling and Recovery, better known as CalRecycle, said its investigation found that 81 of CVS Pharmacy’s 848 retail stores in California refused to redeem the recyclables or pay a required 0 daily fee as an alternative.CalRecycle filed the enforcement action last week, and CVS can seek a hearing if it wants to contest the fine. But Consumer Watchdog estimated from limited data that half to two-thirds of those retailers may be refusing to do so.“They’ve fined before, but they haven’t done it regularly or a lot,” Consumer Watchdog advocate Liza Tucker said of state regulators. “They’re sending a signal that it isn’t business as unusual, we’re really going to apply fines that are bigger than in the past.”Even for the pharmacy giant, .6 million “is enough to get CVS’ attention and enough to get the attention of the entire retail community,” Tucker said. “This is the wake-up call.”The enforcement action seeks to recover .8 million in 0-a-day fees that the 81 stores failed to pay by the end of October, and another .8 million in civil penalties. The feature could also be integrated into the car's air conditioning system, so as the air circulates, it would continuously sanitize.“I would be shocked if car makers are not thinking about this for the future,” said Patel. “It doesn't exist today, so right now it is really third parties implementing either it's a service or a component that's added onto the vehicle.”Patel points out ride share vehicles are especially a concern with the number of people getting in and out of them frequently, and the cars not necessarily being disinfected between each customer. (AP) - A Louisiana police officer who crashed a speeding sports car while off duty will face no criminal charges in the death of a child.Prosecutors cleared Christopher Manuel of negligent homicide, even though investigators say he was driving an orange Corvette at 94 mph (151 kph) before crashing into an SUV, killing a child and injuring others in 2017.The East Baton Rouge District Attorney said Tuesday that his office didn't bring charges because the child's mother also contributed to the death, by putting the infant in a child seat that wasn't properly belted in.The Advocate reports that investigators determined Manuel was going twice the speed limit, and that while both Manuel and SUV driver had green lights, Manuel's speed made it impossible for the SUV to yield.Prosecutors also considered a negligent homicide charge against Brittany Stephens, whose child was killed, because they said she had placed the child in an unrestrained car seat atop the SUV's center console.District Attorney Hillar Moore III said his office decided not to charge either driver because prosecutors "couldn't really determine" who was responsible "based on the facts of the case and what the law requires."Manuel still works as a Baton Rouge Police officer, assigned to desk duty. He's awaiting a resolution in the department's internal affairs process.Police initially filed citations against occupants of the SUV, saying it was overcrowded, nobody was wearing seatbelts and the driver didn't have a license. Those citations were allowed to expire. A misdemeanor speeding count against Manuel also expired without action. Moore said prosecuting Manuel for speeding would have meant forfeiting the negligent homicide charge because of double jeopardy laws at the time. However, prosecutors could have cited Manuel for speeding after dropping the more serious charge, and declined to do so.Stephens' attorney said the least Moore's office could have done is issue a speeding ticket. He said failing to file the charge "almost" makes it appear as if Manuel is "above the law."Manuel and Stephens have both filed civil suits accusing the other of causing the crash, the newspaper reported.Stephens' lawsuit says her mother suffered serious injuries, and three other children in the car, ages 7, 9 and 15, were hospitalized for months.
