SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. SAN DIEGO (KGTV) -- Border Patrol agents arrested a man after finding more than million worth of narcotics inside his car.According to the agency, the incident began around 4 a.m. on October 4 when the 21-year-old man, a US citizen, entered the I-8 checkpoint.As agents questioned the man, a K-9 alerted authorities to the vehicle.After searching the car, agents found 36 wrapped packages under the driver’s side front tire.The brick-shaped packages were later found to contain 84 pounds of cocaine and four pounds of fentanyl pills.“Criminal organizations go to great lengths to conceal and smuggle dangerous narcotics in order to make millions of dollars. This is done without regard to the health and safety of our communities. SAN DIEGO (KGTV) - Crime Stoppers released photos Wednesday to find a man and woman suspected of two armed robberies in Otay Mesa and Pacific Beach. The first robbery happened the afternoon of Sunday, July 28 at Tepito Club, a clothing store at 2364 Roll Drive. Police said the pair selected merchandise and approached the clerk, then the woman pulled a gun and demanded cash. The couple took the money and drove off in a blue Toyota Corolla. One day later, police said the two suspects gathered items at the Chevron gas station at 1575 Garnet Ave., eventually demanding cash from the clerk. The man and woman walked away from the area with the money, police said. The suspects are both white, according to Crime Stoppers. The woman is 5’6”, thin, and was wearing a black tank top and grey leggings. The man has a medium build, and is about 30 years old with tattoos. SAN DIEGO (KGTV) — Dangerously hot temperatures continue to scorch San Diego County's inland areas and deserts. Many of those areas hit peak temperatures well into the triple digits. Many inland residents chose to spend the day on the coast to escape the blistering heat.They say home is where the heart is. But for Peggy Dudenhoeffer, home is where the heat is. The Fallbrook resident drove 50 miles south Saturday, to enjoy the day in Bankers Hill, where it was about 15 degrees cooler."We feel like we're on vacation!" she said. "I like it better out here. We're lucky to be in San Diego to be able to sit outdoors in the summertime."She and her friend were at Barrio Star restaurant, which moved its operations all outdoors because of COVID-19 restrictions. But the restaurant was not going to let the heatwave turn customers away. They installed misters onto their rooftop overflow area."Right now, with this weather, it couldn't be better," Barrio Star General Manager, Michael Simpson, said. "Some nice mist, some nice picnic tables, and some nice margaritas!"Some preferred being closer to natural water. ABC 10News met professional skater, Lance Lynn, at Mission Beach."Inland, it's crazy hot," Lynn said. "Yesterday, I had to go to Ocean Beach just to escape the heat."Lynn said there was no way he could practice his skills back near his inland area home.
