Essential medicines are heavily subsidized so hospitals can sell them at their cost.Further, Li urged training grass-roots medical personnel, and staff the nation's 50,000 grass-roots medical institutions with a certain number of GPs so patients would have easier access to medical services.In the public hospital reforms, Li said priority should be given to county-level hospitals that served 900 million people. Capacity building of county-level hospitals was pivotal to improve the affordability and accessibility of medical services.

BEIJING, Nov. 16 ( Xinhua) -- The General Office of China's State Council, or the Cabinet, on Tuesday issued a circular, ordering more strict fire control measures to "resolutely" prevent serious fire accidents.Monday's blaze in an apartment building in Shanghai's downtown area left 53 people dead and more than 70 injured, one of the deadliest recorded fire disasters in the city.The circular ordered extensive campaigns to inspect and remove fire hazards and to educate the public about fire control, as well as strict implementation of the accountability system for fire accidents.Besides those directly responsible for serious fire accidents, local government chiefs would also be held accountable, it said.Police have detained eight people in connection with the deadly blaze.Further, an initial investigation has blamed the disaster on unlicensed welders, some of whom are among the detained.

UNITED NATIONS, Jan. 18 (Xinhua) -- China welcomes the smooth completion of the referendum in south Sudan, which is "an important step" towards the full implementation of the Comprehensive Peaceful Agreement, a senior Chinese diplomat said here on Tuesday. Addressing an open debate on the situation of Sudan in the Security Council, China's deputy permanent representative to the UN Wang Min said that the referendum in south Sudan is not an end in itself in implementing the CPA, instead, realizing sustainable peace, stability and development in Sudan is the final purpose. "No matter what the outcome of the referendum is, it is imperative to ensure the long-term peace and stability in Sudan and the region at large," said Wang. Wang noted that China hoped to see the north and south Sudan would continue to conduct dialogue and consultations, so as to reach an earlier agreement on such issues as the status of Abyei, wealth sharing and border demarcation, lying down a foundation for further promoting the north-south peace process. On Saturday, South Sudan referendum polling centers closed. The referendum will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war. In order to assist Sudan in the referendum, China has donated to the Southern Sudan Referendum Commission 500,000 U.S. dollars in cash and provided its bureau with support in kind. China has also sent a group of observers to Sudan. Wang reiterated China's willingness to "work together with the international community and the parties concerned to continue to play an active and constructive role in promoting the long-term peace, stability and development of Sudan." Concerning the situation in Darfur region, Wang said that China supports a peaceful and comprehensive settlement to the Darfur issue, in particular the tackling of the root causes for the issue. "At present, the security situation in Darfur is very fragile, and humanitarian assistance is faced with many difficulties, " said Wang, "the root cause is the lack of a strong and widely supported political agreement in Darfur." China called on the Security Council and international community to strengthen support for political process in Darfur and urged the Darfur rebel groups to join the peace talks without conditions and delay, said Wang.

That's as the two countries have made big achievements on politics, economy, culture and society, sending their bilateral relations to a "new historical point."German Chancellor Angela Merkel visited China in July and met Premier Wen Jiabao and President Hu Jintao. During her visit, China and Germany issued the second communique in two countries' history, which was considered a historical event by both sides.The Sino-German relations have entered a new phase, Merkel said. The development of relations between the two countries, she said, are formed on a "completely new basis."Wen said Merkel's visit and the communique have "historical significance" that will help map out the blueprint of bilateral ties and make it stand on "a new historical starting point."The communique contains 28 points, in which both sides pledged to maintain regular contact between their leaders and the mechanism of annual meetings of the premier and chancellor.Both countries stressed to take care of each other's core interests, to enhance their mutual understanding and political trust, and to strengthen dialogues on strategy, law and human rights.
