(KGTV) — Hundreds gathered in Santee on Saturday to call for justice for women of color.A flyer for the march advertised "promoting black and brown unity" and justice for Breonna Taylor and Vanessa Guillén.Breonna Taylor was an EMT who was shot and killed during a no-knock warrant against her boyfriend at her home in March. No drugs were found in her apartment.Vanessa Guillén was a 20-year-old Army specialist who disappeared in April from Fort Hood in Texas. Remains believed to be hers were found near the Army post in July, sparking protests over the military's handling of sexual harassment allegations.A section of Mission Gorge Rd. was blocked off by police for the planned protest. Counter-demonstrators also assembled in the area.One of the demonstration's organizers told ABC 10News that they hope their calls for racial justice are heard by Santee's City Council leaders."Santee has its things, it's known as being racist, and I'm here to change that. That's the goal," said Alana, one of the organizers with East County BIPOC, who adds that she is born and raised in Santee. "We tried to work with City Council and we tried to be a part of a diversity committee, and it was kind of just brushed under the rug. Nothing ever happened."The group is also calling for City Council to create a diversity committee led by people of color, for Santee Mayor John Minto to denounce the Defend East County Facebook group, and to meet with San Diego Sheriff's Department Captain Christina Bavencoff.One demonstrator told ABC 10News, "our message is that minorities can be safe here. I grew up here and there is racism but there's also perks to living in Santee. The community, when they accept you, can be good. But also for minorities, to feel comfortable and to expand all of our minds and to open up about Black Lives Matter as well."In regards to counter-protesters, the demonstrator added, "We're not here for them. They came here for us, clearly." 1978

Guns was the first woman ever to escape from the Santee Jail, deputies say. Guns reportedly climbed over several fences and walls during the escape. Her clothes were found in an open field near the jail and police dogs traced her to the back of a shopping center before losing her trail. Guns was first arrested on April 1 for possession of a stolen car. She was recaptured on April 11. Details on where she was spotted are still unclear. 819

Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

  

SAN FRANCISCO (AP) — When Pacific Gas & Electric intentionally cut power to Northern California last fall, few of its emergency managers had learned the fundamentals of managing an emergency in their home state. The nation’s largest utility entered 2019 planning to “de-energize” its aging electric grid so downed power lines couldn’t spark ablaze. Yet only a handful of the hundreds of people who handled the blackouts were trained in the disaster response playbook used in California. The October 2019 outages brought chaos. SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. In addition to the multi-million dollar grant, an additional million in funding was provided by the city’s Affordable Housing Fund. “With the City’s assistance, this apartment complex can help ease the burdens for those looking for a place to call home," Bibler continued.
