(AP) - Pacific Gas & Electric Company says it will cooperate with any investigations stemming from a massive wildfire in Northern California.The utility told state regulators Thursday that it experienced a problem on an electrical transmission line near the site of the Camp Fire minutes before the fire broke out.  People around the U.S. experienced some internet downtime on Monday. The outage was brief and service has been restored.The culprit was a configuration issue from Level 3, a telecommunications and internet service provider owned by CenturyLink. In a statement to CNN Tech, CenturyLink said a "configuration error" disrupted service and technicians restored service in 90 minutes.CenturyLink declined to provide further details.Though Level 3 was responsible for the issue, it affected other internet providers like Comcast. That's because Level 3's infrastructure delivers content for other internet services.Comcast said the service disruption to its Xfinity internet service has been resolved.According to reports from Down Detector, a website that monitors internet outages, Comcast and Level 3 connectivity was impacted nationwide beginning around 10 a.m. Pacific.Other internet service providers including Spectrum, Verizon, and AT&T showed a spike in connectivity issues, too, though they were not as widespread. (AT&T has agreed to acquire CNN's parent company Time Warner, and the deal is pending regulatory approval.) It's unclear if the spikes were related to the Level 3 outage.The website does not provide numbers of people affected.Following public complaints of widespread outages, rumors temporarily circulated online that the outage was a coordinated hack of some sort. The man, who asked not to be identified, said church staff took his identification and welfare benefits and pressured other participants to panhandle for hours, echoing allegations in a newly unsealed federal indictment. Federal prosecutors have accused a dozen church leaders with luring vulnerable people with the promise of shelter and meals and forcing them to work.RELATED: DOJ: Church leaders held homeless against will in San Diego and other cities The man said he and his wife were homeless in 2015 when they came across a church recruiter outside a Tucson Walgreens. He said they entered the IVM program to receive substance abuse treatment but quickly became disturbed by what they saw. In an indictment unsealed Tuesday, federal prosecutors charged a dozen church leaders with conspiracy, forced labor, document servitude and benefits fraud. Prosecutors said the church officials, including former Pastor Victor Gonzalez, compelled mostly homeless people to panhandle up to nine hours a day, six days a week, for the financial benefit of the church leaders. The indictment also accuses the church leaders of holding participants in locked group homes against their will and coercing them to surrender welfare benefits. “These victims were held captive, stripped of their humble financial means, their identification, their freedom and their dignity," said U.S. Attorney Robert Brewer in a statement Tuesday. The man said he and his wife spent about five days at the El Centro facility. SAN DIEGO (KGTV) - San Diego Police Chief David Nisleit tells 10news he's awaiting coronavirus test results for five police officers.Amid the coronavirus outbreak, the days remain busy for police, whether helping those in need, enforcing beach closures, or responding to calls. That means interactions with people who may have COVID-19."I'm waiting for results for five officers. The officers remain isolated right now. We've had some officers' tests come back negative, so that's great news," said Chief Nisleit.A police spokesperson told 10news officers have been self-reporting possible exposure, both on-duty and off-duty. A medical expert then determines if they should be tested. "We have some officers that are showing symptoms, and then we have some other officers that are isolated because they've been exposed," said Chief Nisleit.The precautions being taken by law enforcement across the county include sanitizing vehicles and social distancing, and if physical contact with the public is necessary, the use of masks, goggles and gloves. A spokesperson from Oceanside Police says they're doing more phone or online reports when possible. Dispatch and officers are also asking more questions about cold and flu-like symptoms.A video from the Chula Vista Department tells the public, "We may ask you to wear a mask." Starting Friday, Chula Vista Police will be taking an extra step. A spokesperson says they'll strongly suggest officers wear protective equipment for all interactions with the public closer than six feet. 10news reached out to law enforcement across the county.
