(KGTV) - An Oceanside homeowner got a shock at work when his phone alerted him to intruders inside his tented condo.James says around 5 in the morning in late September, his heart dropped when the security alert showed him a real-time image: an intruder, wearing a headlamp in his 11-year-old daughter's bedroom."Seeing a stranger in my house, especially my daughter's room, is very nerve wracking," said James.His daughter wasn't home. No one was. His condo, along with the entire Pamilla Del Oro community was wrapped in a fumigation tent. That day was the last of a three-day fumigation.As it turns out, the burglars had sliced the tent and removed a screen before making an appearance on James' phone. He called 9-1-1. Police showed up soon after."They set up a perimeter and called the guys out. One came crawling out," said James.James showed 10News a photo of that man handcuffed. Two other intruders captured on by the cameras got away. None of them wore masks. They didn't take much from the home, only a few fishing knives."We took our valuables out before the fumigation," said James. Police arrested James Brown, 47, on residential burglary charges. OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. OTAY MESA (CNS) - Authorities Tuesday released the names of a 70-year- old man and the two San Diego police officers who shot him in Otay Valley Regional Park in Otay Mesa when he allegedly pulled out a handgun that turned out to be a replica.Around 6 a.m. Thursday, Officers Jeremy Huff and Filip Perry from the Neighborhood Policing Division were in the park, near the 500 block of Beyer Way, to conduct an outreach and cleanup operation in conjunction with other city agencies when they encountered Carlos Soto, who was staying in an illegal encampment, according to Lt. Andra Brown of the San Diego Police Department."When officers approached the man, he produced a handgun," Brown said. "Officers gave the man commands to get on the ground.
