CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south.The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. RELATED: Chula Vista bayfront project: Soil transportation underway"This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda.But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair. His family and many other military families like his moved to Chula Vista during the war, tripling the population from 5,000 residents to 16,000 by 1950. "In a sense, life was simpler back then and more innocent," adds Orgovan. World War II brought an industrial revolution to Chula Vista. The Rohr Aircraft Corporation opened with as many as 11,000 employees building power units for the B-24 Liberator. "You hear Rohr and just about every other person you talk to in Chula Vista either worked for Rohr, retired from Rohr, had family that worked for Rohr, and it provided thousands of jobs for the community," says Carr.TIMELINE: Chula Vista through the yearsWhen men left to fight in the war, women took over in the factories, changing the workforce as we know it. After the war, Chula Vista saw even more growth. It was a melting pot of Caucasians, Japanese, Filipinos, Mexicans, and more.Shelley Rudd, a Chula Vistan since age two, was also an elementary school teacher and witnessed the diverse culture first hand."I love the diversity of Chula Vista,” says Rudd. “I would have from five to seven primary languages in my classroom every year."As for notables, Chula Vista is home to Rita Hayworth, Mario Lopez, the 2009 Little League World Series Champs, and the Olympic Training Center. According to police, officers were called to Discovery Park around noon after neighbors reported that someone poured red paint over the statue. When officers arrived they also found the words “genocide” and “FU” spray painted onto the figure. A brass plaque that used to be attached to the statue was also missing. Police say they believe the vandalism happened overnight Saturday. CHULA VISTA, Calif (KGTV) -- Students in the south bay could get free lunches this June. The Sweetwater Union High School District announced Monday that its popular meal program is making a comeback. Called the “Seamless Summer Feeding Program,” free meals are being offered for most of June. According to the district, the free meals are available to anyone 18 and younger. The program runs from June 10 through June 28 Monday through Friday from 11:15 to 11:45 a.m. The free lunches are being offered at Montgomery High School and Sweetwater Union High. According to the district, no registration is needed. “Just come and enjoy some great food,” a flyer from the district reads. CHULA VISTA, Calif. (KGTV) — An upset truck owner is making a plea for tips after a man was recorded dousing his Toyota Tacoma with a destructive substance.On Falcon Peak Street in Otay Ranch, Marc Galvez stumbled upon a very odd sight when he went to his truck Monday night: A liquid he thought was a milkshake. "When I hosed it down, I could see the paint coming down. I knew it wasn't a milkshake. I got angry and pissed off," said Galvez.MAP: Track crime happening in your neighborhoodA check of his Ring camera footage revealed the culprit. Just before 10 p.m., a man with "USA" written on the back of his shirt was recorded walking in the driveway, before walking away. A half hour later, the same man is back. With a bottle in his hand, he douses the truck with something, before walking off.  "I don't know that man. I've never seen him," said Galvez.RELATED: Escondido car vandalized with paint thinnerWhen Galvez looked over his truck, he found paint eaten away, everywhere. Police took a look and told him it was likely car paint thinner. Galvez is insured. He believes the repairs will total more than ,000. After viewing the report on 10News, another victim down the street walked outside to look at her truck.
