SAN DIEGO (KGTV) - San Diego Police released Thursday the name of a man who was shot and died after reportedly breaking in to a San Carlos home. Hollis Forman, 38, entered the home in the 6300 block of Lake Shore Drive July 16 and began fighting with the 54-year-old homeowner, police said. The homeowner’s wife called 911 as her husband confronted the man. Police said the homeowner’s 20-year-old son grabbed a gun and shot Forman, who ran out the back door and fell into the pool. SAN DIEGO (KGTV) -- San Diego State University’s oldest known alumnus passed away just 17 days after celebrating his 107th birthday, the campus reported.According to school officials, William “Bill” Vogt is among the first students to set foot on the campus at Campanile Drive in 1931."It was during the Great Depression at a time when Edward L. Hardy, whom Vogt once recalled as “very low key,” was the school’s second president," the school said.SDSU said Vogt completed his "business degree course work in late 1934 when San Diego State had no official commencement ceremony for mid-year degree completion. Although he said he requested a diploma, he could not recall having ever received one."In 2018, SDSU President Adela de la Torre honored his request and presented Vogt with a diploma 83 years later during a ceremony.The school said that Vogt was a U.S. Navy veteran of World War II and the Korean War and retired in 1970 with the rank of commander in the U.S. Naval Reserve."A notice of his death issued by the Navy said he enlisted in the Reserve with a rank of Yeoman First Class in 1940 and was called up Dec. 8, 1941, the day after the Japanese attack on Pearl Harbor. He served as an intelligence officer at several locations, including California and Washington, D.C. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

SAN DIEGO (KGTV) — San Diego's top Democratic candidates for mayor squared off on the debate stage Friday. The big theme of the night was housing and homelessness, and Assemblymember Todd Gloria, Councilmember Barbara Bry, and community activist Tasha Williamson came prepared with answers."I will move homeless services to the offices of the mayor, currently it's outsourced to the housing administration, it sends a message its not a priority for this mayor or this City Hall," Gloria said.Gloria put the onus on himself if elected to solve homelessness, while Bry had a more collaborative approach, wanting to pressure the county for more help."I believe it is much more effective to send social workers out with iPads to talk to homeless individuals where they are, to send out social workers, not police officers," Bry said.But the biggest applause lines of the night came from political outsider Williamson, who pushed her platform for police oversight."We have been criminalized all our lives and the time is up, the time is now, we are going to stop it, we are going to be a sweeping sea of change when we talk about police accountability, rogue officers do not belong here, they will have too look for another job somewhere else," Williamson said.But it was the scooter issue that brought out the biggest punches."A few days ago I talked to [the San Diegan] who's wife is in critical condition at UCSD with skull fractures and severe bleeding after falling off a scooter, I was in tears after talking with him," Bry started.
