SAN DIEGO (KGTV) - Interstate 15 Express Lane signs are being changed from white to green, with other improvements, at a cost of .5 million, the San Diego County Association of Governments said Thursday.A research effort determined that the existing signs could be difficult for drivers to read, and that information about toll rates and permission to use the lanes was unclear, according to SANDAG."There's quite a bit of confusion on the motorists part, trying to understand, can I actually get in there as a carpool or not?" said Ray Traynor, SANDAG's director of operations. "Having a system that's clear to the end users is vitally important so that the lanes operate effectively."A spokesman for Caltrans says research showed a green sign with white text was more difficult to read, with the amount of information on the sign. The I-15 Express Lanes stretch for 20 miles between SR-78 in Escondido and SR-163 in Kearny Mesa. SAN DIEGO (KGTV) – James Prince, the owner of a recycling center in Point Loma, went to the Peninsula Community Planning Board Thursday night to try and save his business.Prince Recycling is being evicted from his location on the property of the Stump’s Family Market Place.Prince Recycling has become a controversial business in the past one or two years.  It is the only recycling center in the area, but many neighbors have started complaining that it is bringing homeless problems to the area.Dirk Stump, the owner of the grocery store, confirmed he is evicting the recycling center, ending their agreement for the past five years. The area is required to have a recycling center, and Dirk says the state could fine him more than ,000 a year for cutting ties with recycling, but at this point, he is willing to pay, because he says the center is attracting homeless and chasing away customers.  He said Mr. Prince is a good person and it was purely a business decision.“I recycle thousands of tons of material, and it’s not just from homeless,” Prince said.  “Not only that, they’re people too. What am I supposed to do? You’re homeless you can’t come in?” The planning board did not take any action on the issue. Prince says he’s not making any plans to vacate. SAN DIEGO (KGTV) -- La Mesa residents and local business supporters didn't waste time rebuilding their community Sunday morning following a long night of violent protests that left several cars and buildings destroyed.Good Samaritans armed with brooms and paint brushes worked quickly to restore walls inscribed with graffiti and sweep streets strewn with debris.Only hours earlier, hundreds of rioters descended on the small La Mesa Village business district setting fire to numerous vehicles and buildings including a bank, and looting business."Our small businesses are devastated and many were already on the brink due to COVID19. La Mesa Village has been the heart of small business in the city and is a beautiful place for dining, events and memories," wrote Phil Ortiz on a fundraiser page.Ortiz'a gofundme page has already received over ,000 in donations. The goal is to raise ,000."All proceeds will go directly to small businesses that were destroyed or damaged," Ortiz wrote on the page.Saturday's protests started with a mostly peaceful march that drew over a thousand protesters.
