RIVERSIDE, Calif. (AP) — Police say a man who was suspected of burglarizing a vehicle was fatally hit by another car as he fled the Southern California scene. The 35-year-old man allegedly stole property from a car in Riverside, California, around 9:30 p.m. Thursday. The man's name has not been released. Authorities say the vehicle’s owner confronted the man, who ran away while discarding the items from the car. As he fled, the man tripped and fell into the path of a 2014 Mitsubishi Outlander. Police say the Outlander struck the man, who later died at a hospital. The Outlander’s driver was not injured and is cooperating with police. 648

RICHMOND, Va. (AP) — A federal appeals court ruled Friday the Trump administration acted in an "arbitrary and capricious" manner when it sought to end an Obama-era program that shields young immigrants from deportation.A three-judge panel of the 4th U.S. Circuit Court of Appeals ruled 2 to 1 that the Trump administration violated federal law when it tried to end the Deferred Action for Childhood Arrivals program without adequately explaining why. The ruling overturns a lower court ruling a judge in Maryland made last year, which Trump had previously praised via Twitter.Friday's ruling will not have any immediate effect as other federal courts have already ordered that DACA be kept in place. The 4th Circuit ruling said the Department of Homeland Security did not "adequately account" for how ending DACA program would affect the hundreds of thousands of young people who "structured their lives" around the program."We recognize the struggle is not over and there are more battles to fight in the Supreme Court on this road to justice, but our families are emboldened by knowing that they are on the right side of history," said Gustavo Torres, executive director of Casa de Maryland, the lead plaintiff in the case.Trump and his Justice Department have argued that the Obama administration acted unlawfully when it implemented DACA. The Justice Department declined to comment.Preserving DACA is a top Democratic priority, but discussions between Trump and Democrats on the issue have gone nowhere.Trump's latest immigration plan, unveiled Thursday, does not address what to do about the hundreds of thousands of young immigrants brought to the U.S. as children. White House press secretary Sarah Sanders told reporters that "every single time that we have put forward or anyone else has put forward any type of immigration plan that has included DACA it's failed."DACA's fate could be decided by the Supreme Court, which is weighing the Trump administration's appeals of other federal court rulings. The justices have set no date to take action. If the high court decides it wants to hear the appeals, arguments would not take place before the fall. That means a decision is not expected until 2020, which could come in the thick of next year's presidential contest.___Associated Press writer Mark Sherman in Washington contributed to this report. 2362

Roger Stone's potential ties to WikiLeaks and its founder, Julian Assange, are being investigated by special counsel Robert Mueller, The Wall Street Journal reported Monday, citing a person familiar with the matter.Stone served as an adviser on President Donald Trump's presidential campaign, and according to The WSJ report, Stone said in an email on August 4, 2016, that he had "dined with Julian Assange last night."However, Stone has denied ever meeting Assange. In a text exchange on Friday before the WSJ report, Assange said he "never met or spoke with Assange ever," and Stone told The Journal the contents of the email were "said in jest."Stone also noted that his passport showed that he did not leave the country in 2016.The special counsel is investigating any potential ties between Russians and Trump campaign associates. There are several links between the Trump campaign and WikiLeaks, including private messages on Twitter between Donald Trump Jr. and WikiLeaks and outreach from the chief executive of Cambridge Analytica to WikiLeaks founder Julian Assange. Mueller's team is looking into whether the communications were ever intended as a coordinated effort to help with Russia's 2016 election meddling. The President has repeatedly denied any collusion.Stone has also denied ever receiving anything from WikiLeaks."I never received any material from them at all," he said last week. "I never received any material from any source that constituted the material ultimately published by WikiLeaks. ... This will be an impossible case to bring because the allegation that I knew about the (WikiLeaks) disclosures beyond what Assange himself had said in interviews and tweets, or that I had and shared this material with anyone in the Trump campaign or anyone else, is categorically false." 1851

ROME (AP) — Pope Francis' decision to forgo wearing a mask has been noticed, with some concern, by the commission of Vatican experts he appointed to help chart the Catholic Church's path through the coronavirus pandemic and the aftermath. One of the key members of the pope's COVID-19 commission acknowledged Tuesday that at age 83 and with part of his lung removed after an illness in his youth, Francis would be at high risk for complications if he were to become infected with COVID-19. He said in response to reporters' questions that Francis has started to wear a mask now and said he hopes the pontiff will use it in general audiences. 649

SACRAMENTO, Calif. (AP) -- A California prosecutor says someone has filed an unemployment claim in the name of convicted murderer Scott Peterson.Sacramento County District Attorney Anne Marie Schubert said it is one of at least 35,000 unemployment claims made on behalf of prison inmates between March and August.Schubert said the state has paid out at least 0 million in benefits. At least 158 claims have been filed for 133 inmates on death row.Schubert called it perhaps the biggest fraud of taxpayer dollars in California history.Prosecutors say the scam involves people outside of prison filing claims on behalf of the inmates. 642
