SANTEE, Calif. (KGTV) - A local woman says her heart stopped when she saw what someone nearly sat on at a popular trail in Santee.Angie Haake was just beginning her usual dog walk last Thursday morning near the entrance of Walker Preserve Trail, when she noticed two upset women on the phone talking to deputies.  Haake asked them what was going on and they showed her a razor blade on the bench."I was shocked when it saw it. Obviously whoever put it there wanted someone to sit down and slice the back of their thighs. It's cruel and hateful," said Haake.The discovery was not the first.  Another trail goer tells 10news about three weeks ago, she found a similar blade near another bench.  In November 2016, 10news spoke with a mother at Mast Park in Santee, who found dozens of tacks placed sharp-side up underneath leaves.10news reached out to deputies to find out how many reports of similar cases there have been on the trail, but have yet to hear back. 983

San Juan Mayor Carmen Yulín Cruz said Friday the death toll from hurricanes that hit Puerto Rico is actually hundreds higher than official government counts."It appears that for whatever reason the death toll is much higher than what has been reported," Yulín Cruz said during an interview with CNN's Jake Tapper on "The Lead."The official death toll stands at 54, according to a November 1 statement from the government of Puerto Rico, but the number of dead may be almost as high as 500, Yulín Cruz said when asked specifically about the death count.Many hurricane victims haven't been included in that number due to their causes of death not being properly recorded or "being cataloged as dying of natural deaths," Yulín Cruz said."When they were, for example, hooked to a respirator, there's no power, the small generator that they had that gives up, and of course, they die of natural causes, but they are related to a lack of electricity," she said.According to a statement released October 28 by the government of Puerto Rico, 911 bodies cremated in the weeks after Hurricane Maria were the result of natural causes. But the average number of cremations in Puerto Rico in the same time frame is about half that, Yulín Cruz said.The secretary of the Department of Public Safety, Héctor M. Pesquera, said the cremations were authorized at the request of family members of the deceased. (KGTV) - A pedestrian was hit and killed Saturday morning while on a sidewalk in San Marcos, according to the San Diego Sheriff’s Department.The woman was walking on the 500 block of E. Mission Road around 11 a.m. when she was hit by a black BMW that jumped the curb. Skid marks show the car first tried to stop on the asphalt, then hit the curb, a teenage girl, a tree then a wall. Witnesses said the driver is a baseball player and senior at Mission Hills High School.7-Eleven employees told 10News, the victim is also a student. They said she was at school Saturday morning for dance team rehearsal and walked over to the 7-11 on Mulberry on her break to buy some snacks. On her walk back to school, they said she was hit and killed.Friends of the young woman gathered at the crash site to pay their respects, lay flowers and light candles Saturday night. The driver was not injured and stayed on scene to cooperate with investigators.The cause of the crash is under investigation.Students say that stretch of Mission Road is known for speeding. SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep.
