SAN DIEGO (KGTV) – The City Council is expected to decide on a proposal that would turn two purchased hotels into housing for San Diego’s homeless, and on Monday, Mayor Kevin Faulconer made a push in favor of the plan.Part of California’s Project Homekey includes an initiative to provide more homeless Californians with permanent housing amid the COVID-19 crisis. The project’s budget is 0 million, with million for San Diego County.At a Monday press conference, Faulconer said, “Our goal was to reimagine our homeless system to get folks into housing more quickly with an emphasis on 'quickly.’ Tomorrow, the City Council will have the opportunity to put these dollars to good use for hotels to be transformed into 332 new housing units.”The city is working with San Diego's Housing Commission (SDHC) to turn two Residence Inns -- one in Mission Valley's Hotel Circle and the other in Kearny Mesa -- into apartment-style homes for the homeless.The hotels-turned-apartments would ideally create 300 units for over 400 homeless individuals, many of whom are currently staying inside the San Diego Convention Center's temporary housing facility.But some San Diegans like Josh, who resides next door to the Residence Inn in Mission Valley, are in favor of finding solutions for the homeless crisis but against the locations the SDHC has chosen."If you see the homeless shelters in downtown, those don't look like the best places on outside. A lot of loitering, crowds, so we're not informed on what this will look like," said Josh.He said if the purchase gets approved, he wants there to be strict guidelines for tenants."People who are elderly, have kids, or demonstrated work history. A qualified facility where you have to meet standards to come in,” Josh told ABC 10News.The City Council is slated to discuss the proposal and release a decision on Tuesday.Meanwhile, city leaders and the SDHC said security will be ramped up around the new apartments, with two live-in managers on site and residents will be the only ones allowed inside.If the project is approved, the transformation could happen as early as December 2020. 2140

Photos from inside the home show mold on mattresses, rat feces, holes in the walls, and overflowing trash cans.The City Attorney's office says fumes from an illegally installed water heater contaminated the interior, and the conditions were so dirty that a man's foot had to be amputated after a sore got infected. Independent Living Facilities are unlicensed and unregulated. They are often a last chance for vulnerable people to avoid becoming homeless - paying rent with social security or disability checks. Elliott's office is suing the owners, property manager, and operator, who could be forced to pay up to million. Additionally, operator Mark Rogers is being charged with 22 misdemeanors. Rogers also owns an independent living facility in El Cajon, where a tenant was murdered with a frying pan late last year. According to a spokesperson for the district, officials were recently alerted about the page’s existence, which reportedly rates the studnts based on certain features. A parent within the district also posted in a Rancho San Diego neighborhood watch group on Facebook about the page. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) -- The fight over short-term rentals in San Diego is about to get even worse. Less than a week after the city council added new regulations to those rentals, Airbnb, and two other companies are fighting back. Airbnb is teaming up with Share San Diego and HomeAway to collect signatures for a referendum to put the issue on the ballot for voters to decide. The group has 30 days to collect roughly 35,000 signatures and crews are already on the ground gathering signatures. The three companies have already donated 0,000 for these efforts. If all of the signatures are collected, the issue would go on the 2020 ballot. We reached out to the city for comment, but so far haven't heard back.  737
