ESCONDIDO, Calif. (KGTV) — For Brian Masters, the prospect of owning two vintage John Deere tractors was an easy sell."I’ve always had an interest," Masters said of the tractors. And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance. After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer. But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. But in order to do so, he says he had to hack off a tree stump, modify his fence, and take down a portion of his yard's retaining yard to give the tractors enough room to be moved.10News has reached out to the City of Escondido for possible alternatives or a solution to Masters' violation, and have yet to hear back. 1815

Facebook says it has removed a small network of fake accounts and pages that originated in China and focused on disrupting political activity in the U.S. and several other countries. The accounts posted material both in support of and against presidential candidates Pete Buttigieg, Joe Biden and Donald Trump.Facebook said they removed 155 accounts, 11 pages, 9 groups and 6 Instagram accounts.Facebook did not link the network directly to the Chinese government. It said the people behind the network tried to conceal their identity and location via virtual private networks and other methods.U.S. intelligence officials have identified China as one of several countries, along with Russia and Iran, who they say could look to interfere in the 2020 election. In an August public assessment, the country’s chief counterintelligence official, William Evanina, said officials had determined that Beijing regards Trump as unpredictable and wants to see him lose to Biden. The U.S.-focused activity was the most limited and gained almost no following, Facebook said.Facebook said the network focused mainly on Southeast Asia, where it posted in Chinese, Filipino and English about global news and current events. These included Beijing’s interests in the South China Sea, Hong Kong, support for Philippines President Rodrigo Duterte and his daughter’s potential run in that nation’s 2022 presidential election, and criticism of Rappler, an independent news organization in the Philippines.Facebook also removed a second network originating in the Philippines. In connection with this network, Facebook removed 57 accounts, 31 pages and 20 Instagram accounts. 1661

ESCONDIDO, Calif. (KGTV) -- Edward Long will spend 50 years to life in prison for the murder of Elizabeth Perez, whose body was found in a car along I-15. Her family called Monday's sentencing a welcome bit of justice and closure. "It's hard to understand what happened," says Angela Perez, Elizabeth's mother. "She did not deserve this. The fear she must have felt, it kills me."Long killed Perez on June 12, 2016. Police say he shot her once in the head and then left her body in her car on the side of the I-15 freeway.RELATED: Arrest made in death of woman found in carHe was convicted of her murder in a trial in February, 2017. Europe is thinking about giving advanced robots rights and responsibilities. Many experts say that's a terrible idea. The European Parliament passed a resolution last year that envisions a special legal status of "electronic persons" for the most sophisticated autonomous robots. The proposal is being considered by the European Commission, Europe's top regulator.More than 150 experts in robotics, artificial intelligence, law, medical science and ethics weighed into the debate on Thursday, with a clear warning against such a move.In an open letter to the European Commission, they said that the proposals appear to be influenced more by science fiction than the real world. 684
