SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. (KGTV) -- Three people are dead following a crash on Interstate 805 in University City.The California Highway Patrol says the crash happened in the northbound lanes of I-805 at Miramar Road around 4:30 p.m.According to CHP, the crash happened after a wrong-way driver drove onto the road at a high rate of speed."Through the investigation, we will try to determined where this individual, if they got on the freeway the wrong way, where they got on," CHP Officer, Jake Sanchez said. Hector Puga was on his way to Los Angeles when the car in front of him combusted. He somehow managed to escape the crash and flames. "All I can do is hold onto the steering wheel and run over everything that exploded," Puga said. He escaped with just a flat tire and broken windshield.10News also spoke to a pair of sisters who had just finished up a fun day of shopping at UTC Mall when hopped into their car. Minutes later, they endured a near-death experience. "It was like a scene from a movie," she said. "All the cars were stopping. There was smoke. Fire. Loud noise. As soon as I look up in front of me, that car other there was flying and tumbling down the freeway."They said the driver of the flipped over SUV managed to crawl out of the car.  The survivors carried him to the shoulder, where an ambulance later picked him up. (KGTV) -- After being under a federally mandated quarantine at MCAS Miramar for two weeks, Steven and Michele Smith are finally heading home to Paradise, California."Tomorrow morning we're putting our bags on the other side of that door and we're heading on a bus to the airport. We're going to rent a car and drive 600 miles home," said Steven Smith in a Skype interview with 10News.The two would have been back home weeks ago after their planned cruise to Hawaii, but due to a coronavirus outbreak on the Grand Princess cruise ship they were on, they and all other passengers had to go into quarantine once their ship finally docked in Oakland."My sister is taking care of my birds, my daughter is taking care of my dog, and then my friend is taking care of our cat," said Michele Smith.The Smiths will complete their 14-day quarantine Tuesday and drive home Wednesday. Health and Human Services officials tell us nearly 50 people quarantined at Miramar left Tuesday, and the remaining 130 people will be discharged over the next two days. For nearly two weeks, their temperatures were checked twice a day. The Smiths mostly remained inside of a room at the Consolidated Bachelor Quarters on base, had food delivered three times a day, and only stepped outside occasionally."You can go out and walk outside, they have a fenced-in area that they keep us inside of," said Steven Smith.They were tested for COVID-19 and got their results back Monday."It was just a weird test, to have somebody shove something up your nose that far back into your nasal cavity," Steven Smith explained."But we tested negative!" added an excited Michele. "So, we are virus free 100 percent."They are thrilled to be heading home healthy and say their positive attitude and sense of humor helped get them through this unusual time.Michele leaves others just starting their quarantine with this advice, "I would recommend to all the people out there, now is not the time to bring up negative things or things that could create conflict, but just to love on each other, laugh and enjoy each other." 2101
