XIAMEN, June 20 (Xinhua) -- The Chinese mainland and Taiwan have come closer to signing a comprehensive economic pact as "substantial progress" has been made in negotiations, the mainland's chief Taiwan affairs official said on Sunday.Speaking at a centerpiece conference of the week-long Straits Forum held in the southeastern city of Xiamen, Director of the State Council's Taiwan Affairs Office, Wang Yi, said the progress in talks on the Economic Cooperation Framework Agreement (ECFA) is a result of joint endeavors and shall be honored by both sides.The two sides discussed the main contents of the pact and items of the goods and services to be included in the "early harvest program" at the third round of expert-level talks in Beijing last week.The Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) represented both sides during the negotiations. Two previous talks were held in Beijing and Taipei earlier this year.The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer, the pact's initiators said. Its "early harvest program" will cover certain industries to first benefit from tariff reductions.

TAIPEI, June 16 (Xinhua) -- China's eastern Zhejiang Province and Taiwan have agreed to deepen cooperation in agriculture, tourism, finance and other sectors, according to sources with a Zhejiang delegation which concluded its eight-day visit to the island on Wednesday.The sources said that the delegation, led by Zhejiang governor Lu Zushan, purchased 31 million yuan (4.5 million U.S. dollars) worth fruits and tea products from local farmers in Kaohsiung and Nantou.Zhejiang provincial government also pledged to help Taiwan farmers to sell their agricultural products in Hangzhou, Ningbo, Yiwu and other cities in the province and offer them preferential treatment in participating farm produce exhibitions.Zhejiang Province plans to increase its imports from Taiwan to about 10 billion U.S. dollars by the end of this year, from last year's 7.7 billion U.S. dollars.After the first six Zhejiang companies which have been permitted to conduct investment in Taiwan, Zhejiang government will promote more companies to invest in the island.Commercial banks in Zhejiang and Taiwan have also achieved cooperation agreement on financial service, insurance, futures trading and other services for small and medium-sized companies on both sides.Zhejiang is where many Taiwan people come from.The province is also a magnet for Taiwanese investment. KUNMING, Aug. 22 (Xinhua) -- Chinese local officials were ordered to carry out pre-emptive evacuations to avoid heavy casualties in geological disasters after a series of mudslides left nearly 2,000 people dead or missing in less than two weeks.In a work conference held in southwest China's Yunnan Province, Minister of Land and Resources Xu Shaoshi ordered local officials not to hesitate in forcing residents in disasters-threatened zones to move."As long as there is a sign of geological disasters looming, officials should take it seriously and carry out the evacuations," Xu said. "It is better to hear the people's blames than their cries."Xu also ordered local offcials to strengthen monitoring efforts by using advanced technologies and mobilizing the public.China has been suffering from a string of rain-triggered disasters recently as the country battles its worst floods in more than a decade.Yunnan is the latest to be hit by massive mudslides.As of Sunday, 29 people were killed and 63 remained missing after mudslides hit the remote, mountainous town of Gongshan in the province on Wednesday.In the northwestern province of Gansu, at least 1,435 people were killed and another 330 are reported missing after an avalanche of mud and rocks hit the center town of Zhouqu County at mid-night Aug. 7.Rain-triggered mudslides also killed more than 18 people in Wenchuan and Qingchuan counties in southwest China's Sichuan - which was devastated by a massive earthquake in 2008.

BEIJING, June 16 (Xinhua) -- China's National Meteorological Center (NMC) issued a rainstorm alert Wednesday as heavy rains were expected to pound the flood-affected southern provinces.Most regions in south China, including provinces of Guizhou, Jiangxi, Zhejiang, Guangdong, and the flood-hit Fujian, Hunan and Guangxi Zhuang Autonomous Region, would experience heavy rain or rainstorms between 8 a.m. Wednesday to 8 a.m. Thursday (Beijing time), the NMC said.Rainstorms were forecast for south China also during the next three days, while regions in Xinjiang Uygur Autonomous Region in northwest China, Inner Mongolia Autonomous Region in the north, and northeastern China would also experience rainfalls, it said.The observatory warned local authorities in south China, especially in the flood-battered regions, to get prepared for possible floods and geological disasters.In Fujian, heavy rains have triggered landslides and flash floods, which engulfed two vehicles in Nanping City and left at least six people dead as of Tuesday.China's Office of State Flood Control and Drought Relief Headquarters has dispatched work teams to the southern provinces of Hunan, Fujian and Guangxi and to Xinjiang after heavy rains hit the regions.
