(CNN) -- A task force that looked into scores of horse deaths at California's Santa Anita Park found no animal cruelty or criminal activity, Los Angeles County District Attorney Jackie Lacey said Thursday.The number of horses that were being euthanized or dying after accidents at the famed facility gained nationwide attention when officials briefly suspended racing in early March over concerns about the number of deaths."Horse racing has inherent risks but is a legally sanctioned sport in California," Lacey, who led the panel of prosecutors and investigators, said. It proposed an annual fatality report, facility investigations, enhanced penalties for violations, and establishment of a tip line to encourage reporting of suspected animal abuse.CNN reached out to Santa Anita Park and to the California Horse Racing Board for comment but didn't get an immediate reply.RELATED: Del Mar Thoroughbred Club upgrades horse safety for 2019 racing seasonWhen Santa Anita reopened for racing in late March there were numerous changes: Trainers had to apply two days in advance before working out a horse; jockeys had to replace whips with softer "cushion crops" and restrictions on steroids, anti-inflammation drugs and race-day medications were instituted.The task force report says improved safety policies had "reduced the number of fatal racing and training incidents."The report shows the 49 deaths in the fiscal year (July 1, 2018, to June 30, 2019) were higher than the previous fiscal year but lower than the two years before then."Since 2009, the national average for catastrophic racing breakdowns has declined almost 20 percent," the report says.The number of deaths listed in the report differs from those in recent media stories because the panel looked at a longer period of time. Head was fired ONLY after the sexual assault and NOT for an entire year of outward racism/racially charged language and bullying behavior in and out of the Hair and Makeup trailer. HR protocol was never adhered to following the above reports given by me to my Showrunner/EP and an investigation was never issued for any of my claims. The only time I was asked to participate in an investigation was after a meeting I called in June following our Season 2 announcement. This meeting included the Showrunner and two other producers as well as my agent and SAG-AFTRA Union Rep. It was clear to all present in the meeting that the Showrunner had not shared my reports with the any of the producers. After my initial report of sexual harassment, I was assured that the actor would be fired. I was also asked to film with him the very next day as a courtesy to the script, even though we had not begun filming the episode yet. This actor reappeared on our call sheet at the end of the season, I was even written in scenes with him. I asked the Showrunner about this and he admitted to me that the actor had not been fired nor had he gotten HR involved. I was asked to return this season, and promised that “everything was handled.” The investigation hadn’t even begun and Season 2 had already started filming. I turned it down and I walked.
