SAN DIEGO (CNS) - San Diego Gulls coach Dallas Eakins was Monday named the coach of its NHL parent team, the Anaheim Ducks.Eakins coached the Gulls throughout their four seasons in the American Hockey League, guiding them to a 154-95-23 record and three Calder Cup playoff berths. SAN DIEGO (CNS) -- San Diego City Council President Georgette Gomez said Monday she will propose extending the city's COVID-19-related eviction moratorium through next March.Gomez will ask for council support at Tuesday's scheduled council meeting to extend the deadline until March 31, according to a statement from her office.The city's current moratorium, which prohibits landlords from evicting renters and small businesses that are unable to cover their rent or lease payments due to financial hardship brought about by the pandemic, is slated to expire Sept. 30.Gomez says the pandemic's impacts have not yet declined enough to warrant lifting the moratorium this fall, particularly with 0 weekly federal unemployment benefits set to expire at the end of the month."When we passed the eviction moratorium in March, I hoped that six months would be enough for renters and small businesses to recover from the economic effects of COVID-19, or that our federal government would provide sufficient relief," Gomez said. "Unfortunately, the pandemic is not subsiding, unemployment remains high, many businesses are still struggling, and the federal government's response has been woefully inadequate. SAN DIEGO (CNS) -- San Diego Gas & Electric residential customers will see their electricity bills reduced by .28 in both August and September thanks to a climate credit program.Designed to fight climate change, the California Climate Credit will come from a state program that requires power plants, natural gas providers and other large industries that emit greenhouse gases to buy carbon pollution permits. The credit on customers' bills is their share of the payments from the state's program."This bill credit provides some financial relief at a critical time when many people need it due to the COVID-19 economic crisis and summer weather driving up energy use," said Scott Crider, SDG&E's vice president of customer services.Originally, the credit was scheduled to appear on customer bills in April and October. To help reduce bill spikes in the summer, when energy usage typically goes up along with the temperature, SDG&E successfully petitioned the California Public Utilities Commission to change the timing of the credit to August and September -- the months when air conditioning use typically peaks.There is no action required to receive the credit. All residential customers, including community choice aggregation customers, will automatically receive this credit from SDG&E on their August and September billing cycles.Residential customers with natural gas service received the natural gas portion of the California Climate Credit -- .11 -- in April. SAN DIEGO (CNS) - One of nine servicemembers killed last month when an amphibious assault vehicle sank in the ocean near San Clemente Island was laid to rest Friday at Miramar National Cemetery.Lance Cpl. Chase D. Sweetwood, 18, was among those killed in the July 30 maritime training mission when the vehicle they were in took on water and sank.Family members say the Portland resident was born in San Diego and grew up in Chula Vista, and died one day before his 19th birthday.Sweetwood was honored during a Friday morning funeral that included military honors and a procession from the Patriot Guard Riders.Eight Camp Pendleton-based Marines, including Sweetwood, and a Navy sailor died in the mishap. SAN DIEGO (CNS) - The San Diego City Council is slated to vote next week on its intent to forward an initiative to the November ballot that would create an independent commission on police practices, which is available for review by the general public Thursday.The proposed Commission on Police Practices would review all deaths stemming from interactions with San Diego police, as well as all police shootings.Investigations into these matters would be conducted whether or not a complaint has been made against a particular officer or the department as a whole. Commission staff or contractors operating independently of the police department would conduct the investigations.(Read the proposed initiative text here)The commission may — but would not be required to — investigate complaints against officers not involving deaths or officer-related shootings, according to the proposed measure's language. The proposed body would have subpoena power to call witnesses or request records related to its investigations.The latest version of the proposed initiative, released Wednesday night, includes the addition of an appeals process for any officer the commission finds committed sustained incidences of misconduct.
