SANTA ANA, Calif. (AP) — Southern California authorities say 18 pounds (8 kilograms) of fentanyl have been seized in Orange County — enough of the synthetic opioid to create four million lethal doses.The Orange County Register reports the seizure last week yielded almost half the amount of fentanyl seized by authorities in the county during all of 2018 — a sign the drug is quickly growing into a substantial public threat.Sheriff's officials say investigators served a search warrant and arrested 60-year-old Rudolph Garcia on multiple drug charges. It wasn't known if Garcia has an attorney.Investigators also seized a semi-automatic handgun, heroin, methamphetamine, and ,000 in cash.According to the California Department of Public Health, deaths in Orange County attributed to fentanyl have risen from 14 five years ago to 93 in 2018. 852

SANTEE, Calif. (KGTV) - A report of another car found burning in a driveway is raising questions about a possible fire starter targeting vehicles in Santee.On Shaggybark Drive, Michelle Genshaw and her husband were pulling out of their home two weeks ago -- just before 4:30 in the morning -- when they saw flames in their neighbor's driveway.  A 2007 Acura TL was on fire."It looked odd because there were flames coming out of the front and back of the car, like two separates fires," said Genshaw.Genshaw's husband banged on the door, waking the Arnold family.  Together, they put the fire out with a hose a few minutes later.  Catherine Arnold is thankful the fire didn't spread, but she tells us the car is a total loss."It's really upsetting.  It was my father's car and he passed away and it was the last thing belonging to my dad that I had," said Arnold.Sheriff's investigators were called out and concluded it was arson."We talked to police and they said they smelled gas," said Genshaw.A week and a half later, car alarms sounded along with a Mother's Day inferno on Pearlwood Road.  Neighbors discovered a newly purchased Ford Mustang convertible torched in a driveway.  Mason jars with a flammable liquid were found near the gas tank. (KGTV) - A well known funeral home in San Marcos wants to add on-site cremation services, but the plan is facing pushback from the community.Allen Brothers Mortuary has filed paperwork with the City of San Marcos to start the project. Meanwhile, people who live nearby have started a petition online to stop it."If this project goes forth, there are serious health risks that could affect YOU," says the petition.The County of San Diego website lists several possible emissions from crematoriums, including, "oxides of nitrogen, carbon monoxide, volatile organic compounds, oxides of sulfur, particulate matter and toxic air contaminants. Emissions of mercury are a specific concern for crematories."It also discusses rules and state laws that companies have to follow to mitigate any emissions, including secondary chambers.People who live nearby say they're worried about the impact it could have on their lives."It's a little disconcerting," says Pam Davidson, who lives in Whispering Oaks Apartments across the street from the mortuary. "There are enough toxins in our environment and around here with traffic and everything like that.""Families have kids here," says Nemai Martinez, who also lives at Whispering Oaks. "We don't know about ashes going up into the air. Plus the smell."In addition to the apartment complex, the mortuary is within steps of the San Marcos Post Office, the San Marcos Senior Center, a small shopping complex and a community park and playground.Karen Allen, the owner of Allen Brothers, says her company is aware of the concerns and wants to make sure her company works with the community.The company sent a statement to 10News that reads, "Linda Allen has heard the concerns of the community and is and has been, an avid supporter and proponent of this community. She wants to be clear that whatever she does here would only be done with the support of her community. Linda and her company have been at this location for nearly 40 years and want to continue that relationship in perpetuity. We are working with our Environmental consultants on addressing the neighbors’ concerns and evaluating whether or not those can be mitigated. We will know more once the studies have been completed." Last year, a crematorium in National City sent black smoke billowing into the air for nearly 30 minutes after a door was mistakenly left open. SAN FRANCISCO (AP) — Regulators on Friday accused one of California's largest utilities of falsifying safety documents for natural gas pipelines for years following its criminal conviction and multimillion-dollar fine for a pipeline explosion that killed eight people near San Francisco.The California Public Utilities Commission said an investigation by its safety and enforcement division found Pacific Gas & Electric Co. lacked enough employees to fulfill requests to find and mark natural gas pipelines.Because of the staff shortage, PG&E pressured supervisors and locators to complete the work, leading staff to falsify data from 2012 to 2017, regulators said. The company "had common knowledge among its supervisors that locators falsified data," the commission said."Utility falsification of safety related records is a serious violation of law and diminishes our trust in the utility's reports on their progress," commission President Michael Picker said in a statement. "These findings are another example of why we are investigating PG&E's safety culture."PG&E said it has hired more employees and improved its pipeline tracking system."We're committed to accurate and thorough reporting and record-keeping, and we didn't live up to that commitment in this case," utility spokesman Matt Nauman said in a statement.A U.S. judge fined the utility million after it was convicted of six felony charges for failing to properly maintain a natural gas pipeline that exploded in 2010 and wiped out a neighborhood in suburban San Bruno. Regulators also fined PG&E .6 billion for the blast."This is the period immediately following the 2010 San Bruno gas explosion and fire that resulted in eight fatalities, numerous injuries and damage to property," the commission said in its report. "This commission would expect that after such a tragedy, caused by multiple proven violations of law, PG&E would have sought to vigorously enhance and increase its effectiveness in all aspects of its gas safety."The investigation was forwarded Thursday to a judge, who will hear testimony on the findings and will allow PG&E to provide evidence that it didn't violate safety laws.The utility that provides service to millions of people throughout Northern California also is under scrutiny for its role in igniting wildfires. The California Department of Forestry and Fire Protection found that PG&E equipment was responsible for starting 16 wildfires last year.While a cause has not yet been determined for the massive fire that wiped out the town of Paradise and killed at least 86 people last month, PG&E equipment is being scrutinized.
