BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.

ENSHI, HUBEI, Aug. 18 (Xinhua) -- China's most difficult mountain railway was linked up in Enshi Prefecture, central China's Hubei Province, and is expected to open within the year, according to officials at the railway's construction headquarters Wednesday.The Yichang-Yiwan Railway, totalling 377 km in length, runs from the Yiwan District in southwest China's Chongqing Municipality to Yichang City of Hubei Province.It was designed to greatly shorten the journey between the mountainous regions in the southwest and the eastern parts of China, according to Zhang Mei, head of the engineering administration center of the Ministry of Railway.The railway trip from Chongqing to Wuhan, the capital of Hubei Province, for example, will take only five hours once the link is open to rail traffic, instead of the previous 22 hours, said Zhang.The railway was first laid out in 1903 by Sun Yat-sen, founder of the Kuomintang party, over 100 years ago.The reason the construction had not begun till 2003 is that the railway must travel one of the most mountainous regions in China's southwest, whose difficult terrain made the construction work the most difficult in China's railway history, said Zhang."Beneath the luxuriant mountains we encountered myriad natural barriers, such as underground rivers, limestone caves, and coal seams," said Zhang.To link the line, workers had to build 253 bridges and dig 159 tunnels, which account for 74 percent of the total railway length, winning the railway the title of the "tunnel and bridge museum."Starting in late 2003, it took seven years for the construction to be completed, said Zhao Hui, project manager of China Tiesiju Civil Engineering Group, which undertook the construction."I joined the project at the age of 25, and now I'm 32. XI'AN, July 17 (Xinhua) - German Chancellor Angela Merkel continued Saturday her visit in Xi'an, capital of China' s northwestern Shaanxi Province.During the visit, Merkel and Chinese Premier Wen Jiabao held talks with heads of prestigious German and Chinese firms, and visited China-German joint venture Siemens Signaling Company Ltd.Merkel also held a meeting with the acting Governor of the Shaanxi Province Zhao Zhengyong.Zhao said the Sino-German cooperation taking place in Shaanxi had enjoyed great achievements during recent years, as there had been about 60 Sino-German joint ventures operating in the province.Merkel said more and more German businessman were looking forward to getting involved in China's "West Development" campaign, and she believed the bilateral cooperation will be pushed forward in the future.The acting governor gave Merkel a horse sculpture as a birthday gift, for Merkel's 56th birthday falls on this Saturday.Merkel was born in the year of the horse, according to the Chinese traditional calendar.During her stay in Xi'an, Angela Merkel also visited a cultural theme park, and the renowned Terra-cotta Warriors and Horses in the mausoleum of Qinshihuang, the first emperor of an united China.Merkel will leave Xi'an on Sunday Morning and wrap up her four-day official visit to China.
BEIJING, Aug. 17 (Xinhua) -- Chinese experts on Tuesday refuted claims by the Pentagon released in a report that China is developing cyberwarfare capabilities, saying that the U.S. military was attempting to blacken China's image."I've never heard about any plans by China to develop its cyber attack forces, not to mention China's so-called 'organized cyber intrusion," Hu Qiheng, president of the Internet Society of China (ISC) told Xinhua on the sidelines of the China Internet Conference, which opened here Tuesday."It is a mere fabrication that China is using computer technologies to intrude on other countries' sovereignty," Hu said.The Chinese expert's comments came after the U.S. Department of Defense concluded early Tuesday in its annual assessment report sent to the U.S. Congress that "China is fielding...cyberwarfare capabilities to hold targets at risk throughout the region.""The U.S. purpose (of releasing such a report) is to tarnish China's image and exaggerate the threat China poses," Hu said.The U.S. was the top country of cyber attack origin in 2008, accounting for 25 percent of worldwide activity, according to a report by U.S. security firm Symantec.The ISC said more than 1 million Internet Protocol addresses in China were controlled by overseas hackers while 42,000 Chinese websites were tampered or hacked in 2009.Ni Feng, deputy director of the Institute of American Studies with the Chinese Academy of Social Sciences, said the United States has greatly outstripped any other country in terms of Internet technological power."As the source of Internet technology, the United States enjoys the most advanced Internet technologies and equipment in the world," Ni said, "thus it makes no sense and is beyond my comprehension for the United States to play up such cyber threat from China.""Maybe the only reasonable explanation is that the United States has always been on the alert for China's development," Ni said. "The U.S. government needs this kind of rhetoric as an excuse to scale up its cyberwarfare capabilities and win support from Congress, the media and the public at large.""If the United States continues such behavior, looking for topics to attack China, the mistrust between the two countries will only get worse," he added.
