OTTAWA, Dec. 1 (Xinhua) -- After four years in office, Canadian Prime Minister Stephen Harper will visit Beijing this week -- a trip many influential Canadians believe is long overdue.     To gauge Canadians' views of the Prime Minister's trip to China, Xinhua recently interviewed leading Canadian academics, former politicians and other opinion shapers.          A SIGNIFICANT TRIP     All the interviewees agree that this is a very significant trip, for both China and Canada, given China's stature on the world stage continues to grow.     "I think it is extremely important that China and Canada reenergize their relationship," David Emerson, Canada's former International Trade Minister, told Xinhua during a phone interview. He called the visit "an important milestone."     Former Foreign Affairs and International Trade Minister Pierre S. Pettigrew said the delay in making the visit was a bad start but the prime minister was correcting his mistakes.     "It took the prime minister a long time, almost four years in office before visiting China," he said.     However, Barbara McDougall, Canada's former Secretary of State for External Affairs in the early 1990s, said the timing of the Prime Minister's visit was good. "I think it will be a comfortable and productive meeting," McDougall said.     Peter Harder, President of the Canada-China Business Council, said it was an interesting moment for Harper's visit, given he was the chairman of the upcoming G8 and co-chairman of the G20 summits. Harder said the most important "deliverable" of this visit was that it took place.     "Traditionally, China and Canada have had very good relations, and this goes back a long time," said Gregory Chin, who served in Canada's embassy in Beijing from 2004 to 2006. This is an opportune moment for Prime Minister Harper and Chinese leaders to strengthen their personal relationship.     Jean Michel Laurin, Vice-President for Global Business Policy at Canadian Manufacturers & Exporters, said he expected the PM's visit to help "Canadian companies and Chinese companies do more business."          TRADE, CLIMATE CHANGE, ENERGY     The observers said trade, climate change, and energy cooperation were likely to be among the major areas of discussion.          Nevertheless, given the world economic turmoil since late last year, the state of the global economy would also be on the agenda of both leaders.     "China has been leading Asia into economic recovery, and is becoming a more important partner to both the United States and Canada. The economy will certainly be the (most) important topic (during the visit)," said Pettigrew.     Further fuelling these discussions of the economy is the fact that next summer, as Peter Harder noted, Canada will host two key international summits, the G8 and G20. China is an influential member of the G20.     Dr. Alan Alexandroff at the University of Toronto said it would be important for Prime Minister Harper to ask for President Hu's views about what ought to be on the agenda at the G20, so Canadians could learn more about China's priorities and interests.      THIS IS NOT A ONE-OFF VISIT     One question that always hovers over trips such as Harper's is what evidence will observers weigh in order to judge whether the visit was successful?     "No doubt, the Chinese leaders and the Canadian government will do everything they can to make this meeting successful," said Harder of the Canada China Business Council. "I hope they would commit to the idea that this is not a one-off visit but the first in a series of visits. The two leaders can instruct their ministers and government staff to enhance the Canada-China investment relationship." This could be a theme for further interactions and talks at future meetings.     "If I were planning this trip, I wouldn't have high expectations in terms of particular accomplishments. I would have expectations about rebalancing bilateral relationships in a positive way, so that the two countries can work together on global issues," said McDougall, who used to hold a variety of ministerial level positions in Canadian government.     Emerson said the meeting sent a signal that Canada and China were continuing to build on their friendship and partnership that had existed between the two countries for many years. He said: "Ties cooled down in recent years. And it's time to get back down to building up friendship again."     In April, Canada's Minister of International Trade, Stockwell Day, announced that Canada would open new trade offices this year in Nanjing, Qingdao, Shenyang and Wuhan.     China-Canada economic ties have evolved from small, simple-item commodity trade into an all-dimensional cooperation covering trade in commodity and services, capital flows and personnel exchanges.     According to Chinese statistics, two-way trade increased more than 100 times from 150 million U.S. dollars in the early days of China-Canada diplomatic relations to 15.5 billion dollars in 2004.

COPENHAGEN, Dec. 14 (Xinhua) -- In order to deal with climate change, efforts should be made simultaneously in fields of politics, economy, society, culture and ecology, a senior Chinese official told Xinhua.     Only through this comprehensive approach can lead to the forming of a systematic framework against climate change and push forward the harmonious and sustainable development between human and nature," said Zhao Baige, vice minister of China's National Population and Family Planning Commission.     With the efforts of all countries in recent years, great progress has been made in fighting climate change. But obvious shortcomings existed, Zhao said.     In the past, much attention was paid to carbon dioxide emissions, but little was given to their correlation with population development, she said. In addition, the roles of politics, culture and society have often been neglected, she added.     Zhao said it is a complicated and huge systematic project to deal with climate change, involving different sectors.     With regard to politics, she said all governments must attach great importance to climate change and honor their commitments. A body should be established to coordinate departments involved, while a long-term plan and a legal framework for climate change should be established.     On economy, Zhao said, "it is impossible to deal with climate change without economic support." She suggested developing countries follow a path of sustainable development when they push forward economic development.     At present, China is on its way of adjusting its industrial structure, setting carbon emission cut targets, strengthening technical innovation, raising energy efficiency and rapidly developing renewable energy.     In the social sector, Zhao said a comprehensive review over the impact of climate change is needed. The principle of equity and fairness should be introduced and a low-carbon consumption mode should be encouraged.     Zhao said a lot of efforts are needed in the sector of culture.     Thousands of years ago, Chinese started to believe that mankind should live in harmony with the nature, said Zhao, adding that China's traditional culture emphasizes the unity of personal rights and responsibilities.     However, she pointed out that in Western countries, personal rights are "over emphasized" while collective responsibilities are neglected.     In fact, China has formed a long-term low-carbon consumption behavior, while over consumption and luxury consumption widely exist in the West, said the Chinese official.     As for the sector of ecology, Zhao said climate change and ecology are interrelated. In recent years, China has adopted a series of measures including developing ecological agriculture, raising land utilization efficiency, saving water resources and reducing pollution.     Zhao stressed the importance of the interrelationship between the five above-mentioned fields, saying that only with a clear political direction, correct strategy and policy measures, can a country put carbon reduction targets into practice and adopt a low-carbon path.

SEOUL, Dec. 17 (Xinhua) -- Chinese Vice President Xi Jinping put forward a four-point plan to cement China-South Korea ties when he met South Korean Prime Minister Chung Un Chan here on Thursday.     Xi said China and the South Korea were neighbors and the relationship had been promoted since they established diplomatic ties in 1992. The exchanges of the visits by the two heads of states last year upgraded the relations to strategic and cooperative partnership, which benefited both countries and helped promote regional peace, stability and prosperity.     Xi's proposal to foster the Sino-ROK relationship was:     -- To enhance high-level contact and political trust:     The two countries should also increase exchanges between the governments, parliaments and parties. China appreciated the adherence by South Korea to the one-China policy and its support on the Taiwan and Tibet issues, Xi said.     -- To expand trade and economic cooperation:     The two countries should explore new ways on high-tech, energy-saving, and environmental protection cooperation. Xi called on the two sides to complete joint research and initiate free trade agreement negotiation.     -- To increase personnel exchanges:     The two sides should further improve exchanges on education, culture and tourism and properly handle the issues concerning the sentiments of the two peoples.     -- And, to strengthen coordination in multilateral frameworks, including the meeting mechanism of China, South Korea and Japan:     On the situation on the Korean Peninsula, Xi said all relevant sides should take the chance to show flexibility to resume the six-party talks at an early date.     Xi also said China would push for the Copenhagen climate change conference to achieve a result in line with the "Bali Roadmap."     Chung Un Chan pledged to complete the joint research on free trade agreement as soon as possible, and advance coordination with China under the G20 and the framework of China, Japan and South Korea.     Xi arrived here Wednesday night after a visit in Japan. He will also visit Myanmar and Cambodia.

NAIROBI, Jan. 6 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who was visiting Nairobi, capital of Kenya, said Wednesday China-Africa relations are enjoying broad popular support and a solid political foundation and the two sides should forge a new type of strategic partnership to increase the vitality and creativity of cooperation in the new era.     "In fact, with the joint efforts and cultivation of the two sides, China-Africa relations have made much progress in recent years as evidenced by deeper political mutual trust, closer cooperation for mutual benefits, and stronger people-to people ties," said Yang at a joint press conference with Kenyan Foreign Minister Moses Wetang'ula.     The top Chinese diplomat said in the haze of the international financial crisis, both China and Africa have met the difficulties head-on and accelerated cooperation, which has become a highlight in the international cooperation for development.     "This is the success of China and Africa. This is also the success of South-South cooperation. It showcases the strong vitality and great promise that will be released when the largest developing country and the largest developing continent in the world join hands and move forward," he added.     Yang, who earlier on Wednesday paid courtesy calls on Kenyan President Mwai Kibaki and Prime Minister Raila Odinga before meeting his Kenyan counterpart, said the Fourth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year spelled out China's commitment to cement friendship, deepen cooperation, face challenges together and seek common development.     During the meeting held in the Egyptian Red Sea resort of Sharmel-Sheikh, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa, including tackling climate change, strengthening scientific and technological cooperation, enhancing Africa's financing ability and increasing market access for African products.     "China has always honored its commitments with real actions. BEIJING, Oct. 27 (Xinhua) -- China's anti-graft chief He Guoqiang on Tuesday urged discipline and supervision authorities to press ahead with the building of a clean government and strengthened efforts in corruption prevention.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China (CPC), said in a meeting that efforts should be made to handle people's complaints and embrace innovation in the establishment of anti-corruption mechanism.     He asked discipline and supervision authorities to combat extravagance, intensify crackdown on the practice of "small coffer", which refers to fund, securities and assets that should be but fail to be listed into the account books of CPC and government organizations in accordance with relevant laws and regulations.     He also called for authorities to make public Party affairs, especially at grassroots organizations, and investigate and prosecute corruption cases.     Efforts should be made to expand channels for the general public to be involved in anti-corruption endeavor, said He, who is a member of the Standing Committee of the Political Bureau of the CPC Central Committee.
