SAN DIEGO (KGTV) - The census count impacts everyone living in the United States, from determining how much federal money cities and counties receive to how many representatives states get in Congress. Everyone living in the country regardless of age, race, and citizenship status is asked to fill the survey out. But San Diego and Imperial Counties are notoriously difficult to get an accurate count, the second most challenging region in the entire country. For the 2020 census, over 100 community organizations and civic groups in San Diego are working together to reach "hard to count" populations.“Some of the ethnic groups are the ones that are hard to count, such as the African Americans, the Hispanic, Asian Pacific Islanders, as well as immigrant and refugee populations are really hard to count," said Nancy Sasaki, President & CEO of United Way of San Diego County.United Way of San Diego County is leading the Count Me 2020 campaign. Sasaki went on to say veterans, homeless people, and children are often left out too. The county was awarded two major contracts, totaling .22 million, to coordinate Census 2020 outreach for hard to count populations in San Diego and Imperial Counties.The Supreme Court will rule whether the controversial citizenship question will be added to the census, a decision is expected by June. 1349

SAN DIEGO (KGTV) - Students in the San Diego Continuing Education welding class have found their own unique way to honor the legacy of Dr. Martin Luther King Jr.They're building a scale replica of the Liberty Bell to enter as a float in this year's MLK Day Parade."The parade theme, every year, is Let Freedom Ring," says instructor Mike Bradbury. "So you have to come up with something that revolves around Let Freedom Ring."Recreating the Liberty Bell seemed like a natural fit, as it echos Dr. King's call for liberty and freedom."We talked about what that means to all Americans, not just a certain race," says Bradbury. "So they get to learn a lot of different aspects of what the man, Martin Luther King, stood for."They also learn about project management from a welding perspective. Students say it was a good way to break up the tedium of every day classes."This is a real world project," says second semester student Josh Zazueta. "We have a deadline. We have a budget.""With regular welding, there is problem solving," says student Donasia Brown. "But with this, it's about encountering issues and all of us saying how we're going to solve this together."The bell itself is quite an undertaking. It required more than 10,000 welding notches and about a mile of wiring to build. SAN DIEGO (KGTV) - The family of the man killed on India Street on this month has identified him as David Hill. The 38-year-old was a pathology resident at Balboa Naval Hospital. In the Navy since 2004, Hill had reached the rank of Lieutenant Commander. He was an avid traveler, having visited dozens of countries. His mother, Carol Hill, said he had a goal of running a marathon on every continent. Hill had already checked off the hardest, Antarctica, though he had to get creative. “He did the 26 miles on the ship’s treadmill to fill that square!” said Hill's mother. RELATED: Pedestrian hit, killed near I-5 offrampA member of the San Diego Swim Masters team, he also swam in the Antarctic waters and was training for an island-to-island swim in the Galapagos next year. “He was a fanatic about being in shape,” said his brother, Matt. “Every morning he’d get up at 4 am and swim miles or he’d get up and run.” That’s what they believe he was doing the morning of Dec. 2. He had made it a few blocks from his apartment when he was struck by the driver of a minivan on India Street near Olive and Palm. Paramedics pronounced him dead at the scene. The 55-year-old driver of the minivan stopped and has cooperated with investigators. 1244

SAN DIEGO (KGTV) -- The next time you hop in your car and drive through North Park, you could encounter one of 18 new traffic circles aimed to slow down drivers and promote caution and awareness. The executive director of SANGAG, Hasan Ikhrata, spoke Wednesday about the status of 18 intersection makeovers that include roundabouts similar one off Landis and Utah."It's obvious cars and bikes don't mix well together, especially if there's speeding involved so to overcome these we try our best to do things like this, but also make sure where we can, separate bikes from traffic so residents can bike without fear of being hit by a car," Ikhrata said.So far, million has been dropped for the Georgia Meade & Landis Bikeway project, funded by TransNet. Construction for the new additions are halfway done and although some neighbors aren't so keen about the new roadways, "people who want to go fast do go fast still, they still race. They have enough room to almost go straight through the circle." Others like 11-year North Park resident, Andrea, Linan, already feel more at ease, "traffic on this street especially, people go fast. I do cycling and you just have to be really careful about not getting hit so I don't mind roundabouts."SANDAG said since stay at home orders, the amount of people riding bikes went up 12%. SANDAG's executive director said despite conflicting arguments regarding the amount spent on the Bikeway project, "we have the data to support investing more in the Bikeway program, and I hope San Diego will have a connected network that's safe for our residents."The project has been in the works since 2013. SANDAG said the process included community meetings, public workshops and hearings so neighbors can chime in. 1760

SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday. On Election Day, the office will be open from 7 a.m. to 8 p.m. The office will also be open from 8 a.m. to 5 p.m. on Saturday, February 29 and Sunday, March 1.
