SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. SAN DIEGO (KGTV) — Rotating outages in San Diego are now over. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting.The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said.SDG&E offers more safety tips to keep in mind during an outage here.Friday marked the first time since 2011 that California has ordered rolling power outages.According to SDG&E, the Flex Alert until Monday night was issued earlier to warn people to conserve energy, but because there wasn't enough energy conserved the state decided to issue rolling outages.SDG&E added that San Diego County's backcountry and rural areas will not be affected in the foreseeable future because they are high fire risk areas. The company warns that the weekend could potentially brig more rolling blackouts if the state decides to do so. 3480

SAN DIEGO (KGTV) — San Diego Police are asking the public to help find the driver who left a man with several severe injuries along an Ocean Beach street last month.Police say at about 10 p.m. on Sept. 6, a 64-year-old man was walking his bike northbound in the bicycle lane of the 4000 block of Nimitz Blvd. The suspect, driving a newer model Nissan Versa Note hatchback (shown below), struck the victim. The driver sped off, leaving the man severely injured.The victim was taken to a nearby hospital suffering from several fractures to his pelvis, ribs, fibula, and foot. He also suffered lacerations and injuries to his bladder and liver. The man is expected to survive but remains hospitalized, police say.Police say the Nissan should have damage to its passenger side front headlight, fender, and side view mirror. SAN DIEGO (KGTV) - San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. The City Council proposed constructing the pipe under a hilly route beneath some of the busiest intersections in Clairemont and University City.City Councilmember David Alvarez issued the following statement after the vote: 455
