EL CAJON, Calif. (KGTV) — El Cajon Police and the NAACP say they are trying to reach out to the family of a man hit and killed by a car last week after family and friends accused police of shooting the man.Police say the protest stemmed from a Nov. 25 traffic fatality involving Stephen Harris, 29, of El Cajon. Harris was hit by a vehicle just before 9 p.m. in the 300 block of West Chase Ave. and died at the scene, according to police.EPD says the driver who hit Harris remained at the scene and tried to provide first aid to him, along with the help of a passenger in the vehicle. Police do not suspect the driver of driving under the influence or speeding at the time of the crash. Witnesses told police Harris suddenly walked into the roadway at the time of the crash, EPD added.Surveillance footage reportedly showed Harris leaving a nearby convenience store and stumbling before the collision, police said. Officials said a toxicology report is being conducted, but police said preliminary testing showed drugs and alcohol in Harris' system at the time of his death.Family and friends of Harris arrived at the scene after the crash and accused police of being involved in Harris' death, saying officers were stalking him, shot him, and were trying to cover it up. During a protest on Nov. 30, family and friends continued their accusations against the department, with some protesters obstructing traffic. EL CAJON (KGTV) - After 50 years of service, the well-known San Diego Highway Man is retiring. Thomas Weller has been helping thousands of people stuck on the side of the road since 1966. He tells 10News he started helping after a man helped him in a blizzard when he was a teenager living in Illinois.“I was on my way home about one or two in the morning and the blizzard put me off the road into a snow bank," said Weller.Weller says he never forgot that moment and hoped to be that saving grace for many others. Turns out he tells us he’s lost track of how many people he’s helped.“More than ten thousand, it's just I never keep track.” Weller had a stroke back in March and since then decided it’s best given his limited capabilities to retire.“I’ve lost my strength and my agility, not my judgment yet because I’m still driving.” He tells 10News it’s for the best that he retires because of how increasingly dangerous distracted driving has made the roads."It’s just extremely dangerous out there, more so now than it used to be.”While he is giving up one of his favorite passions in life, he isn’t giving up his outlook on life, “the most beautiful compensations of this life you cannot sincerely help another without helping yourself in the bargain.” 1266

EL CAJON, Calif. (KGTV) — A judge increased bail for the woman accused of hitting a 9-year-old boy with her car and driving away last Thursday. Courtney Webber appeared in court for the very first time since the crash. Webber's bail was increased to 0,000. The 25-year-old is accused of running a red light and hitting the boy, on his bike, as he was crossing the street at the intersection of Sunshine Avenue and West Main Street in El Cajon. The accident happened around 7:30 a.m. The child was on his way to school.RELATED: El Cajon hit-and-run crash suspect found hiding under bedEl Cajon Police used surveillance video near the scene to find Webber. She was located about 12 hours later, hiding under a bed at her mother's Lakeside home. Court documents indicate Webber was on probation for a previous DUI conviction and had a suspended license. The 9-year-old boy hasn't been identified but attorneys tell 10News he is still recovering at a local hospital. His prognosis is unknown, he suffered several facial fractures and a c-3 vertebral fracture.MAP: Track crime happening in your neighborhoodWebber appeared in court via video conference.
