CARLSBAD, Calif. (KGTV) -- First responders in Carlsbad are prepared for any emergency, thanks to their state of the art training facility."This is how we become good," says Carlsbad Fire Captain Scott Tucker. "This is our hallowed ground where we get to spend all the time, make the mistakes here, so we don't make them out there."The Carlsbad Safety Training Center spans four acres. It includes a four-story live burn tower, a two-story home, and a main street replica. It also has two shooting ranges, classrooms, and computer simulation rooms.The parking lot can also be used for driving simulations and tests."It's realistic training," says Carlsbad Police Captain Peter Pascual. "The officers can utilize what they learn in the training environment, out in the field."The shooting ranges are adaptable, letting agencies set up different scenarios. They can even drive cars into the range. "It allows us to get in the right frame of mind in how to survive and solve these problems in the field," says Pascual. "We try to create scenarios that are realistic and functional for the success of the officers in the field.""It allows us to get a good foundation in training and build on stuff that we normally don't get to do," says Tucker.Facility Manager Jason Kennedy says the complex tries to stay as modern as possible, always adding more ways to train."We're always looking forward, cause training is so dynamic," says Kennedy. "We're trying to look forward at what things are emerging in the environment."The facility has become so popular, other state and federal agencies have rented the facility from Carlsbad for their own training events.This year, 28 different agencies from around California and the rest of the United States have booked time to train in Carlsbad. Hundreds have stopped by either for tours or training since it opened."It is movie-esque," says Tucker. CAMP PENDLETON, Calif. (KGTV) - Instead of planning for a wedding, loved ones of a Camp Pendleton marine were holding a funeral this Memorial Day weekend.From the moment Kathleen Bourque met Conor McDowell off a dating app last summer in Washington D.C., it was electric."Insane, crazy, passionate ... He has a huge heart and always puts others before himself, and I was really drawn to that," said Kathleen.Four days later, the graduate of The Citadel asked her to move to San Diego as he reported for duty at Camp Pendleton. She said yes. During the cross-country trip, she wondered aloud, 'What are we doing?'""He said, 'Kathleen, trust is a choice ... We're both insane, but at least we're insane together, and give them something to talk about," said Kathleen.Together, they moved into an apartment in Cardiff and their love grew. Just before Conor, 24, left for a 10-day training maneuver earlier this month, he called his mother and told her the engagement ring made with grandma's diamond's was almost ready."He said,'When I return from maneuvers, I'm going to formally propose to Kathleen, I said that's so wonderful,'" said Susan Flanigan, Conor's mother. That proposal would never happen. During an exercise at Camp Pendleton on May 9th, the light armored reconnaissance vehicle he was riding in flipper over, injuring six other Marines and killing Conor.Conor's father, Michael McDonwell, says his son pushed another Marine into the vehicle to safety but couldn't save himself."It's devastating ... He was a person who lived his life to the fullest with great kindness, love and integrity," said Flanigan."I am shattered. My heart has been ripped out of my chest. I was his life and he was mine. I have lost a part of myself in losing him," said Kathleen.This weekend, loved ones held a funeral in Conor's hometown in Maryland. The bagpipes he had wanted for his wedding played instead at his service."He was the strongest person I knew. He taught me how to find the strength I didn't know I even had," said Kathleen.A memorial will be held at Camp Pendleton in early June, before a ceremony at Arlington National Cemetery. Conor's parents say the ring he never got to give to Kathleen will be hers when it's ready. 2235

CHICAGO (AP) -- A federal judge has ruled Attorney General Jeff Sessions cannot follow through with his threat to withhold public safety grant money to Chicago and other so-called sanctuary cities for refusing his order to impose tough immigration policies.U.S. District Judge Harry Leinenweber on Friday granted Chicago's request for a temporary "nationwide" injunction. That means the Justice Department can't deny requests for the grant money until Chicago's lawsuit against the agency is concluded. CARLSBAD, Calif. (KGTV) -- People took to social media New Year's Eve after a funnel cloud was spotted over Carlsbad. According to the National Weather Service, several reports of funnel clouds were reported along the coast Monday. The organization's Twitter account shared video of the funnel cloud. Throughout the video, the cloud can be seen forming before dissipating.
