(KGTV) - Has a 30-foot-poo emoji really sprung up in downtown Portland?Yes.The big brown inflatable object is designed to support World Toilet Day. That's an international event that tries to call attention to the global sanitation crisis.Visitors can actually tour the inside of the giant poop which includes light projections and non-operational toilets with interactive tablets.The whole thing is organized by Poo-Pourri which plans to take the giant inflatable to more than twenty cities across the country. (KGTV) - Chula Vista Mayor Mary Salas outlined the city’s recent accomplishments and layed out its future goals in her fourth State of the City Address Tuesday night. Salas went over the growth and achievements San Diego County's second-largest city has seen over the last year, including neighborhood revitalization and the approval of the Bayfront Project. During the address, Salas spoke about events that drew large crowds over the last year.Salas said the city’s Fourth of July celebration in 2017 drew a crowd of 15,000 while more than 35,000 people attended HarborFest on the Bayfront.RELATED: Port of San Diego, Chula Vista moves forward with bayfront developmentThe Mayor also spoke about growth happening in Third Avenue Village citing the Lemon Fest, Taste of Third and Village Summer Nights in June. A popular topic throughout California in recent years is infrastructure. Salas said the Chula Vista has launched a million street paving project to repair streets.More than 300 residential streets are being rebuilt as part of the project.The Mayor also spoke about a half cent sales tax increase that will be added to the June ballot saying the tax increase “is a small price to pay to ensure the safety of our families.”In the final moments of her address, Salas spoke about the Bayfront Development she says will bring 2,000 construction jobs and 5,000 permanent jobs to the city.What is the most important issue to you? (KGTV) - Federal investigators are asking for possible victims of a convicted child predator and retired Vista school district high school teacher to come forward. Tay Cooper, 67, pleaded guilty in 2018 to possessing child pornography. He was sentenced to one year in federal prison and seven years of supervised release. The judge ordered Cooper to pay ,000 in restitution to the four victims identified in the images and videos. Last September, Homeland Security Investigations agents received information from a potential victim who accused Cooper of sexual abuse. The woman says Cooper abused her for eight years when she was a child. RELATED: Former City Heights teacher sentenced for receiving child pornography“Unfortunately child predators don’t usually stop. I don’t know if that’s going to be the case here with Mr. Cooper but we have to do our due diligence to find that out," said Cher Durst, HSI Assistant Special Agent in Charge.Investigators worry there could be more victims due to Cooper's extensive teaching career, which includes 20 years at Rancho Buena Vista High School. Also of concern was that Cooper was a beloved teacher, winning Teacher of the Year two years in a row while in Los Angeles County. "He chaperoned trips, he initiated clubs, things of that nature in the school, which gave him really unlimited access to children in those school districts," said Durst. "These cases serve to remind us of the vast underground world of child pornography where criminals like Cooper lurk. Too often we find that the more we scratch, the deeper the layers of abuse that these predators have inflicted." said Nick Annan, special agent in charge of HSI San Diego. "Internet crimes against children are a priority for HSI, and public tips are key to uncovering the layers, locating victims and bringing predators to justice for these heinous crimes."
