MOSCOW — The Kremlin says Russian President Vladimir Putin won’t congratulate President-elect Joe Biden until legal challenges to the U.S. election are resolved and the result is official.Putin is one of a handful of world leaders who have not commented on Biden’s victory, which was called by major news organizations on Saturday.However, President Donald Trump’s team has promised legal action in the coming days and refused to concede his loss. He has alleged large-scale voter fraud, so far without proof.When Trump won in 2016, Putin was prompt in offering congratulations, but his spokesman Dmitry Peskov told reporters Monday that this year’s election is different.The leaders of China, Mexico, Brazil and Turkey also are holdouts in offering congratulations.China says it has taken note of Biden's declaration of victory in the election but is holding off on sending any message of congratulations.A foreign ministry spokesperson says the result of the election would be determined under U.S. laws and procedures and that China would follow international practices in extending its sentiments.China has had a fractious relationship with Trump, characterized by growing friction over trade, technology and competition for influence in Asia and the world.Analysts say Biden will likely return ties to a less contentious state, although Beijing has stuck throughout the election to a position of not commenting directly on what it says is an internal American political issue. 1489

Montgomery County, Maryland police announced Thursday night that Laura Wallen was shot in the back of the head, according to autopsy findings. Tyler Tessier, Wallen's boyfriend and the father of her unborn child has been charged with her murder. He's been charged with first-degree murder. At a bond review Thursday afternoon, the judge deemed him a danger to the community and denied bond.RELATED: Missing pregnant teacher found deadWallen, who went missing last week, was a social studies teacher at Wilde Lake High School. She was four months pregnant. Police found Wallen's body buried in a shallow grave in a wooded area in Damascus.According to the Montgomery County Police Department, on Sept, 4, Wallen's sister reported Laura missing, saying that she last saw her a couple days earlier, but had not been able to contact her since. Police released on Thursday that Tessier had taken Wallen's phone and texted her sister from it.  1000

MOUNT CLEMENS, Mich. — Tempers flared at a Michigan gym, and the confrontation was caught on camera.It started when Rachel Dixson says she went to get a new membership. After asking for a manager and resolving the situation, her information was violated, and her business attacked.According Dixson, who signed up to work out and at the Planet Fitness on Groesbeck in Mount Clemens, Michigan, while she was tanning the employee that signed her up looked her up on the web, found out she owns a car dealership and started writing negative and vulgar reviews.Video taken inside the Mount Clemens Planet Fitness Thursday shows Dixson confronting an employee.She says it all started much earlier that morning when she went to sign up.“It was my first time in the gym in a couple years, so I was pretty pumped and excited to work out,” says Dixson.But there was a problem. Dixson says the employee helping her wouldn’t let her pay with a debit card or include tanning in the package.She says her husband had paid before with the same card, so she asked for a manager.“(The manager) said no problem,” Dixson says. “They took my payment. He helped me with the tanning. I went in the tanning bed, and I worked out.”While she was doing that though, she says the employee was working on trying to ruin her business's reputation with negative reviews.This is one example:“She says this is absolute worst company in existence,” says Dixson. “You sell **** cars. MILWAUKEE, Wisconsin — A Milwaukee man has been charged for the assault and kidnap of a woman who he met on the app 'Tagged.'According to the criminal complaint, the victim said she entered a vehicle with Davoncia Kelly McAfee near the intersection of 58th and Hampton on Nov. 13. While in the car, an unknown man appeared from the back seat, wrapped his arms around her face, put what felt like a handgun to the back of her neck and told her to come to the back seat where he placed a blindfold over her eyes.McAfee then drove the vehicle for approximately 15 more minutes before coming to a stop. He and the man in the backseat told the victim not to move or scream as they led her out of the vehicle and up a set of stairs into an apartment living room area.The victim was then assaulted by multiple male individuals in the home.She was later taken back to her vehicle while still wearing the blindfold and was told not to turn around when she was dropped off or they would "blow her head off."During the incident, the suspects took the victim's cellphone, sweatshirt, Wisconsin ID card, and paperwork from her employer.The victim later made a Facebook post using images from McAfee's Tagged account to identify him and turn him into the Milwaukee Police Department. Police conducted interviews with McAfee where he admitted to setting up dates on the internet for sex.Police also executed a search warrant at the apartment where the victim was taken. They found a magazine for a Smith and Wesson handgun with six unfired .40 caliber cartridges and an ammunition tray with more unfired cartridges inside the residence.McAfee faces charges for First Degree Sexual Assault (Forcibly Aiding & Abetting) - PTAC and As a Party to a Crime, Kidnapping (Carries Forcibly) - PTAC, As a Party to a Crime. More than 150 medical experts, scientists, teachers, nurses and others have signed on to an open letter calling on U.S. leaders to “shut it down, start over, do it right,” asking for the country to be locked down again to control the spread of the coronavirus.The letter appears on the U.S. Public Interest Research Groups website and is addressed to “decision makers” and recognizes how the country shutdown in March to stop the spread. There were early signs of decreasing infection rates.“You didn’t use the time to set us up to defeat the virus. And then you started to reopen anyway, and too quickly. Right now we are on a path to lose more than 200,000 American lives by November 1.
