SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. Smart streetlights do not have this technology, said Lt. According to the report by NerdWallet, in October of 2017, the US had a 3.9-month supply of existing homes for resale, meaning at that pace, it would have taken 3.9 months to sell all the homes on the market. According to NerdWallet, a supply under six months places home buyers at a disadvantage. The report identifies six reasons why the housing supply is so low. 1. Boomers aren’t movingOver three-fourths of baby boomers own their own homes, according to the report, meaning millennials don’t have enough homes available to buy. Low mortgage rates The report points out that interest rates on outstanding mortgages averaged about 3.8 percent over the last three years. As mortgage rates rise, fewer people are interested in selling and getting into new mortgages. 4. Entry-level homes ignored by buildersIn the first nine months of 2017, nearly 500,000 newly-built homes were sold of which 55 percent sold for 0,000 or more. Regulations add costThe report points out the homebuilders say environmental protection, infrastructure fees and rules that specify lot sizes all add tens of thousands of dollars to the cost of building every single home. Owners want a restricted supplyFinally, the report found that local zoning and land-use regulations are enacted by officials elected by the people. The report says those officials are only responding to constituents who want a limit on the number of homes that can be built in a neighborhood. Elected officials can also set a minimum square footage for homes, further limiting supply. “There are regulations that are more about the neighbors’ sensibilities than they are about the safety of the people living in the houses,” says Miriam Axel-Lute, associate director of the National Housing Institute. “It’s neighbors who want their property values to go up, in most cases, who are insistent upon some excess safety design standards or minimum lot sizes or other things,” Lute says. “They either want their property values to go up or they don’t want, quote, ‘the wrong sort of people’ in their neighborhoods. SAN DIEGO (KGTV) - A new California law aims to help thousands of low-income Californians gain access to fresh and healthy food.Seniors in California who receive Supplemental Security Income (SSI) benefits will also be able to apply for CalFresh food benefits, formerly known as food stamps.SSI recipients are either over age 65, disabled, or blind. Up until recently, they couldn't apply for CalFresh benefits because they receive money for food in their check; however, it's just a month. "One of the challenges seniors face is the high cost of living, we can hardly make it with what we get," said Gwendolyn Joseph, a San Diegan who lives on a fixed income.Joseph just turned 76 and can finally apply for CalFresh benefits, despite receiving SSI benefits. The average CalFresh recipient receives 0 per month to purchase food."We are striving so hard in California to restore these kinds of safety net programs to our most vulnerable Californians, look around this room, these are people who've worked their entire lives, they deserve it, they've earned it, and they need our support now," said Senator Toni Atkins, who represents California Senate District 39.Feeding San Diego, in partnership with Serving Seniors, 211 San Diego, and the County of San Diego Health and Human Services, is working to spread the word and encourage SSI recipients to apply for CalFresh benefits. SAN DIEGO (KGTV) -- A nurse at UC San Diego Health is turning to music when trying to connect with patients during telemedicine visits."I've always listened to music so I started teasing my patients 'hey you owe me a nurses fee' and they'd be like 'what's that?' I'd tell them it's your favorite song, a lot of people responded well and it'd help build a rapport with them." It might sound silly but Joe Bautista, nurse with UCSD for over 6 years, said it helped him build a connection with patients in ways he'd never imagine."I was like what's your favorite song? And she said 'Tennessee Whiskey' and I said why? She said 'I really need a Tennessee Whiskey' right now so that was really funny."His patients are recovering after testing positives for COVID-19. "You're on the phone with them but you also hear their stressors, and their anxiety and you want to provide them comfort," Bautista said. His job is to track and assess their progress along the way. The music part, he said, is an added bonus, "It was for me to find a connection with each of my patients to make sure I could advocate for them the best I could."He said in nursing school when patients were sick and feeling uneased, he would ask about their favorite song and their faces would light up. "They're able to talk to us freely because I'm showing interest in something that's personal to them so they can develop that trust with me."
