Gavin Newsom ordered that flags at the state Capitol be flown at half-staff Tuesday in honor of the eight Marines and one Navy sailor who died when an amphibious assault vehicle sank during a training mission last week near San Clemente Island."Jennifer and I were heartbroken to learn of the loss of nine service members in an accident off San Clemente Island," Newsom said in a statement. "It is a painful reminder of the sacrifice of members of our armed forces, who put their lives on the line for us. We stand united in mourning with their families and fellow Marines and sailors."The amphibious troop-transport vehicle was en route to a waiting ship about 80 miles off the coast of Encinitas about 5:45 p.m. last Thursday when it started taking on water for unknown reasons, according to Lt. Gen. Joseph Osterman, commanding general of 1st MEF.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical status. One was upgraded to stable condition as of Sunday night, Marine officials said.The other five rescued Marines received clean bills of health and returned to their units.Lance Cpl. Guillermo S. Perez of New Braunfels, Texas, was pronounced dead at the scene of the accident. Perez was a rifleman with Bravo Company, Battalion Landing Team 1/4, 15th Marine Expeditionary Unit.The 15th MEU, 1st Marine Expeditionary Force and Makin Island Amphibious Ready Group worked for nearly two days to locate more survivors, but they concluded the search-and-rescue operation Saturday after 40 hours of searching across 1,324 square miles.The other eight lost service members were identified as:-- Pfc. SAN DIEGO (CNS) - A former San Diego State University student accused of setting a string of fires around the campus over the course of three days was charged with a dozen felony counts Wednesday, including burglary, arson and vandalism. Madelyn Delarosa, 19, was taken into custody Saturday morning, following four fires she's suspected of setting to apartments and vehicles across campus between March 13-16. No injuries were reported in connection with the fires, all of which occurred a few blocks south of Viejas Arena. However, Deputy District Attorney Rikole Santin noted that one of the fires was ignited in an occupied apartment, inside which a person was sleeping. Santin said the heat from the flames caused a window to shatter and ``rain glass and fire'' upon the victim, who was asleep just below the window. A suspected motive for the spree was unknown, as was the reason Delarosa was no longer a student at the campus. The prosecutor said the crime spree began last Wednesday with Delarosa allegedly vandalizing a vehicle parked within an apartment complex garage, causing ``well over ,000 in damage.'' At 11 a.m. Thursday, an officer on patrol spotted and quickly extinguished a fire in a parked car in the 5500 block of Hardy Avenue, according to campus police. Santin said surveillance footage captured the defendant entering a parking garage, where a Toyota Prius was set aflame, then an hour later, she allegedly ignited the exterior door of an unoccupied apartment in the 5600 block of Hardy Avenue, both times by using an unspecified accelerant. A passerby put out the apartment fire before officers arrived, police said. Around 8:30 a.m. Friday, police received word of the apartment blaze near the 5500 block of Montezuma Road, where the sleeping resident was able to escape without injury, according to Santin. That fire went out on its own, police said. Delarosa is also accused with setting a Mercedes-Benz on fire shortly after 8 a.m. Saturday in a parking garage in the 5500 block of Hardy Avenue. Delarosa has no prior criminal history, but had ``numerous prior contacts with law enforcement,'' according to Santin, the nature of which was not disclosed. Of course, he’d rather have real people in those tables - but can't because of coronavirus restrictions.The restaurant’s normal capacity is about 160, but had to be reduced to 120.That all changed Saturday night - when the Little Italy Association arranged for India Street to be closed to vehicle traffic - allowing restaurants to expand into the street.The extra space meant restaurants, already on razor thin margins, could serve their normal customer load.Barbusa was filled, serving up to 160 patrons.“Covid's not going away for a while, so the more we could get people to eat outdoors the better,” said Marco Li Mandri, the Little Italy Association’s Chief Executive Administrator.Li Mandri says the event was a major success, with good social distancing practices.The association will do it again this Saturday - with even more restaurants open - and could expand it even more in the future.Additionally, the Gaslamp Quarter Association announced on-street dining on Fifth Avenue starting Thursday.The city is also currently weighing a request from the North Park Main Street Association for dining on a stretch of 30th Street near University. 1563

SALT LAKE CITY, Utah – An officer with the Salt Lake City Police Department has been suspended after being accused of unnecessarily ordering a K-9 to attack a man who listened to commands from police.Additionally, Mayor Erin Mendenhall announced that the department is also suspending its use of K-9s to engage with suspects until the policies and practices of the program can be reviewed.Body camera footage from April 20 shows Jeffery Ryans getting attacked by a police K-9, even though Ryans was on his knees and had his hands in the air.The footage shows K-9 Tuco biting and tearing at Ryans' leg as another officer sat on top of Ryans and placed him in handcuffs.Mayor Mendenhall said she was disturbed by the content of the footage and concerned that the incident wasn't brought to the attention of senior police leadership before The Salt Lake Tribune published the video online Tuesday, nearly four months after the incident."We will conduct a thorough review of the breakdown in communication to ensure that it does not happen again. I am disturbed by what I saw in that video, frustrated by how the situation was handled, and am committed to working to ensure neither happen again," Mendenhall wrote on Twitter.Ryans ended up in the hospital before being booked into jail on a violation of protective order charge. He was released with conditions to follow. Now, nearly four months since the incident, Ryans' leg remains bandaged and he says the wound still hasn't healed. He explained he's gone through surgeries and racked up medical bills."I don't know why they had to use that type of force towards me," he said. "I was cooperating. I wasn't a threat to them."Ryans, a Black man, said police often treat Black people differently, and he wants people to see it happens in Utah too."It's very difficult not to see how race could play a factor here," said one of Ryans' attorneys, Gabriel K.
