(KGTV) - An Oceanside man returned home to an unwelcome sight: a gay slur spray-painted across his garage door.Amid the tranquility of the Oceana South senior community, something ugly happened."I didn't expect this ... it hurts a lot," said Earls, choking back tears.For Earls, his emotions have been hard to control since he returned home on Pear Blossom Avenue past 7 p.m. Sunday. That's when he discovered a gay slur in black spray paint. Earls is openly gay."I just don't understand why people are so cruel. It just took me back to my childhood and the bullies on the playground," said Earls.The discovery was not a complete surprise. In the past few months, Earls says several neighbors have directed the same gay slur at him while walking near his home."One neighbor was muttering it quietly as she walks by. Another neighbor was the same person I saw near the garage when I discovered the slur," said Earls.Amid all the pain, something remarkable happened. After police arrived, a stranger came up to him."A man handed me an envelope, hugged me and said he loved me ... Inside was 0 and a note asking the money to be used for a reward. Shows there are good people. I have a lot of great neighbors," said Earls.Earls has told police about which neighbors have used the slurs before. On Monday, Iowa Gov. Kim Reynolds signed a new Public Health Disaster proclamation that imposes a number of additional public health measures to reduce the spread of COVID-19. These new measures will be effective at 12:01 a.m. on Tuesday, November 17 and will continue until 11:59 p.m. on December 10, 2020.The proclamation requires that when people are in an indoor public space, and unable to social distance for 15 minutes or longer, masks are required to be worn. The same requirements apply to visitors and employees inside state buildings. OCEANSIDE (KGTV) — Bob Walker has been an Oceanside resident for 32 years, “I used to take my children down here to this beach right here we would put our towels on the sand, walk out to the waters edge and paddle out and surf.” If you look at that same beach now, the sand has been washed away, “you do not see people using this beach and beach access whatsoever, we don’t have this beach any longer,” Walker tells 10News. He’s now co-founder of Save Oceanside Sand, a local group advocating for jetties to be built along the coast to help build back up beaches and maintain sand levels. They plan to propose a jetty at Tyson Street, Wisconsin Street, Buccaneer Beach and St. Malo. Walker tells 10News the jetties will work to retain the sand, similarly to what Newport Beach has done with theirs, “they’ve got they have a series of eight groins." Groins, also known as jetties, will help with the city’s annual dredging process. Vicki Casper has also lived in Oceanside for over two decades, familiar with the dredging process, she says more needs to be done, “I’ve watched the sand be pumped back on the beach when they do the dredging and a month later its gone again."The sand washes away with the southern swell, migrates toward La Jolla.
